Catawba Island Township Board of Township Trustees

Meeting Minutes

November 8, 2016

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman William Rofkar on Tuesday, November 8, at 7:30 p.m. in the conference room.

In attendance were: William Rofkar, Gary Mortus, Matt Montowski, Karen Shaw, Dan Barlow, John Gangway, Diane Belden, Ernest Wylie, Richard Smetzer, Randy Riedmaier, and Jack DeVore.

The Pledge of Allegiance was recited by all.

Gary Mortus made a motion to approve the October 25 Public Hearing Minutes and Board of Township Trustees regular meeting minutes as presented. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the last payroll, in the amount of $60,358.92. Gary Mortus seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from Ottawa County Chief Building Inspector Tracy Buhrow regarding the condition of the Catawba Union Chapel as requested by township trustees.

An invitation from The Ottawa County Historical Society to a reception Tuesday, November 15, for History of Ottawa County – The First 175 Years.

A letter and flyer from the Ottawa County Emergency Management Agency regarding the Hazard Mitigation Plan Public Review Period from November 8 through November 21, 2016.

A letter from LaFarge announcing a ten percent increase for all aggregate products in the Great Lakes region.

The 2016 Annual Report from STAR Ohio.

A letter and the 2015 Annual Report from the Ohio Plan.

Police

Police Chief John Gangway reported a drive chain broke on the overhead door of the police station and the door has been repaired.

John Gangway said preliminary interviews are completed for the police officer position and they hope to schedule final interviews in the next week.

William Rofkar made a motion to advertise in GovDeals.com to dispose of the surplus police cruiser. Gary Mortus seconded the motion. All voted aye. Motion carried.


Maintenance

Maintenance Supervisor Dan Barlow discussed the building inspector’s report and condition of the Union Chapel.

Trustees agreed Dan Barlow should get estimates for the various work needed to make the chapel operational including electrical, plumbing, and bell tower inspection.

Dan Barlow said the leaf vacuum is in service and a load of salt is being ordered to fill the bin in preparation for the winter season.

Fire and Safety

Fire Chief Kevin Wylie said he made the following appointments: Assistant Chief, William Moore; Fire Captain, Kevin Gibbons; EMS Captain, Steve Busby; Fire Lieutenant, Jeff Kennedy;
EMS Lieutenant, Breanna Busby; and Chief Engineer Louie Wargo.

Kevin Wylie said he would like to have Fire Safety Services outfit two new members with complete turnout gear and a pair of pants and boots are needed for another member.

Gary Mortus made a motion to approve up to $7,500 for new turnout gear from Fire Safety Services. Matt Montowski seconded the motion. All voted aye. Motion carried.

Kevin Wylie said Zach Baugh and Mike McMaken would like to attend Emergency Medical First Responder training, a 60 hour ten week class offered at the Bellevue Fire Department, with a cost of $500 each. He said Eric Schramm would like to take the EMT class for $900.

Trustees agreed fire department members can attend the necessary training.

Zoning

Matt Montowski made a motion to appoint Todd Bickley part-time zoning inspector at an hourly rate of $26.00 per hour with a start date of November 15, 2016. He will work Tuesday afternoons and Thursday mornings. Gary Mortus seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to contract with Walter Wehenkel as an independent consultant at a rate of $28.14 per hour as needed for up to six months following his last day of employment with the township on November 22, 2016. Gary Mortus seconded the motion. All voted aye. Motion carried.

Matt Montowski said there were eleven zoning permits, three variances, and a map amendment issued in October with a total of $2,553.82 collected in fees.

Fiscal

Fiscal Officer Karen Shaw presented the October 2016 financial reports and bank reconciliation. There were no questions or concerns.


New Business

Matt Montowski made a motion to approve expenses for the Township Trustees and Fiscal Officer to attend the 2017 Ohio Township Association Winter Conference in January. Gary Mortus seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to adjourn the meeting. Matt Montowski seconded the motion. All voted aye. The meeting adjourned at 8:17 p.m.
