Catawba Island Township Board of Township Trustees

Meeting Minutes

February 14, 2017

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Matt Montowski Tuesday, February 14, at 7:30 p.m. in the conference room.

In attendance were Trustees: Gary Mortus, Matt Montowski, and William Rofkar;
Fiscal Officer Karen Shaw; Maintenance Supervisor Dan Barlow; Police Chief John Gangway; Fire Chief Kevin Wylie; also attending were Diane Belden, Richard Smetzer, Reggie Langford, and Randy Riedmaier.

The Pledge of Allegiance was recited by all.

William Rofkar made a motion to approve the January 24, 2017 Board of Township Trustees regular meeting and Public Hearing meeting minutes and as presented. Gary Mortus seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to approve and pay the bills, including the last payroll in the amount of $52,982.63. William Rofkar seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from Kevin Johnson requesting use the Community Hall for a family function April 1.

The Trustees agreed Kevin Johnson could use the Community Hall and waived the fee.

A letter from the Ohio Environmental Protection Agency regarding the 2016 Compost Facility Annual Report. The Ohio EPA found the Report to be complete and no deficiencies were noted.

A letter from the Ottawa County Engineer’s Office regarding Speed Zone Journalization. The results of speed zone studies recently performed have recommended establishing a posted speed zone which differs from the limits established by ORS 4511.21. The following speed zones in Catawba Island Township have been approved by the Director of Transportation and will be established and posted appropriately in the near future:

West Catawba Road
Sand Road to Weyhe Road - 3.25 miles section
Current non-journalized posting is 50 mph
Recommended posting for journalization is 45 mph

West Catawba Road and Water Street
Weyhe Road to terminus of Water Street at SR #53 - .60 mile
Current non-journalized posting is 50 mph
Recommended posting for journalization is 40 mph

A letter from the Joint Solid Waste Management District regarding the Catawba Island Township Trustees request for reimbursement for expenses relating to the compost fire at the township on November 13, 2016. A decision was made to fund half of the cost requested by the township in the amount of $1,525. The Board further noted that this is a one-time reimbursement but believed it was warranted because of the township and the District’s good working relationship with the Aim to Be Green Drop-off Program.

The January 2017 Issue of The Chamber Compass published and distributed by the Port Clinton Area Chamber of Commerce.

Police

Police Chief John Gangway said the medication take back box was delivered this week and will be operational in the near future.

Maintenance

Maintenance Supervisor Dan Barlow said Adkins Sanitation will video the storm sewer at Bay Point Circle to learn the size of the tile and locate where it leads prior to new construction. In addition, they will video the storm sewer at Garner Road to determine if there is a root problem and auger if necessary. Dan Barlow said they will also auger the storm sewer at the Weyhe Road catch basin for routine maintenance.

Dan Barlow said he would like to replace 40 eight foot tables at the Community Hall with commercial grade tables. He said they can be purchased from Sam’s Club for approximately $80 per table.

The Trustees agreed the tables at the Community Hall should be replaced.

Dan Barlow said A.T. Emmett will begin the electrical work at the chapel the end of February.

Dan Barlow said spare parts are needed for the leaf vacuum. He said the cost will be approximately $2,970.

Trustees agreed spare parts for the leaf vacuum should be purchased.

A brief conversation took place regarding various cemetery fees.

Gary Mortus made a motion to raise the cost of a disinterment in the cemetery from $600 to $1,000. William Rofkar seconded the motion. All voted aye. Motion carried.

Gary Mortus said the Road Review with the Ottawa County Engineer’s Office is scheduled for Tuesday, March 14, at 8:30 a.m.




Zoning

Matt Montowski said there were six permits and one variance issued in January with a total of $854.20 collected in fees.

Fiscal

Fiscal Officer Karen Shaw presented the January 2017 financial reports and bank reconciliation. There were no questions or concerns.

Karen Shaw said the Annual Report has been submitted for the year ending December 31, 2016, and notification was sent to The Beacon for publication.

Other Business

Karen Shaw said spring clean-up days are scheduled for Wednesday, April 19, through Sunday, April 23. Dumpsters will be located in the parking lot across from the Community Hall. The fall clean-up days are scheduled for Wednesday, October 18, through Sunday, October 22.

Gary Mortus made a motion to adjourn the meeting. William Rofkar seconded the motion. All voted aye. The meeting adjourned at 8:20 p.m.
