Meeting Minutes

July 11, 2017

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Matt Montowski Tuesday, July 11, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw, Dan Barlow, John Gangway, Kevin Wylie, Ernest Wylie, Rick Smetzer, Diane Belden, Greg Russell,
Renee DeVore, and Jack DeVore

The Pledge of Allegiance was recited by all.

Gary Mortus made a motion to approve the June 27, 2017 Board of Trustees regular meeting minutes as presented. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve and pay the bills, including the last payroll, in the amount of $140,479.02. The total includes a payment of $44,143 to Hylant Administrative Services for the Ohio Plan Risk Management property insurance renewal and a payment of $43,385 to Judco Inc. for the Henderson dump body installed on the new truck. Gary Mortus seconded the motion. All voted aye. Motion carried.

Correspondence

A note from the Catawba Island Garden Club requesting use of the Community Hall on July 25.

Trustees agreed the Catawba Island Garden Club could use the Community Hall as requested and waived the rental fee.

A letter from Cheri Schraidt requesting use of the Community Hall on December 2, to host a Christmas Arts and Crafts Show of Local Handcrafted Offerings. A portion of the proceeds will be committed to benefit the Ottawa County Fraternal Order of Police Auxiliary.

Trustees agreed the Community Hall could be rented at the reduced rate for a fundraising event.

A letter from the Ottawa County Engineer’s Office regarding radio communication. All of their two-way communications will now go through the county 800 system.

A letter from the Joint Solid Waste Management District regarding logistics of the temporary relocation of the recycling containers to the compost site and the addition of recycling containers for overflow during the summer months.

A letter from Jack’s Amish Country Konnection introducing themselves and the outdoor furniture they have to offer.

Fiscal

Fiscal Officer Karen Shaw presented the June 2017 financial reports and bank reconciliation. There were no questions or concerns.

Police

Police Chief John Gangway said police and fire are working with other public agencies concerned with logistics including traffic and parking related to the anticipated crowds attending Bash at the Bay on August 31. He said 12,000 tickets are being sold for the event. John Gangway said he has scheduled additional coverage for that evening and Labor Day weekend.

Fire

Fire Chief Kevin Wylie said he plans to have the fire department staffed the evening of the Bash at the Bay and possibly a helicopter on standby.

Kevin Wylie said the CIVFD Chicken Barbeque was a success and they sold out of 1,760 chicken dinners early.

Maintenance

Maintenance Supervisor Dan Barlow said due to the high water levels, the base of Basin Street in Gem Beach is eroding. He said they are working with the Ottawa County Engineer’s Office and making a plan to repair the road.

Dan Barlow said they would like to purchase some scaffolding sections to be used on various projects instead of ladders and a pallet truck to help move pallets of material rather than using the backhoe.

Gary Mortus made a motion to purchase the equipment requested from Northern Tool not to exceed $2,000 including shipping. William Rofkar seconded the motion. All voted aye. Motion carried.

Zoning

Matt Montowski said there were eleven permits and two variances issued in June with a total of $958.02 collected in fees.

New Business

Jordan Davenport said he is concerned with the loud music from area establishments late in the evening. He asked the Trustees if they would consider some type of noise ordinance.

Trustees said they will look into the situation and have a conversation with those involved.

Gary Mortus made a motion to approve a Then and Now Purchase Order for Hylant Administrative Services in the amount of $44,143 for the Ohio Plan Property Insurance Premium less the Advantage Credit. William Rofkar seconded the motion. All voted aye. Motion carried.
