Meeting Minutes

August 22, 2017

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Matt Montowski Tuesday, August 22, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw, Dan Barlow, John Gangway, Kevin Wylie, Ernest Wylie, Diane Belden, Dave Belden, Ryan McBurnie,
Lois McBurnie, Dawn Duppert, Jim Duppert, Mary Williams, Jeff Williams, Jim Knisley,
James MacDonald, Lawrene Montowski, Andy Benko, Monika Glass, Barb Osterling,
Bob Osterling, and Bob Nehls

The Pledge of Allegiance was recited by all.

Gary Mortus made a motion to approve the August 8, 2017 Board of Trustees regular meeting minutes as presented. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve and pay the bills, including the last payroll, in the amount of $47,263.74. Gary Mortus seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from Ryan and Lois McBurnie addressing the letters of correspondence read at the previous meeting with regard to their property located at 3993 NW Catawba Road. Previously noted concerns by their neighbors were specifically addressed in the letter. Ryan McBurnie also stated in the letter they did not realize there was a zoning issue until it was recently brought to their attention and they look forward to applying for a variance in the future.

A letter from Michael Libben inquiring if the township has any used playground equipment available for donation to the Ottawa Soil and Water Conservation District as they are looking to develop a play area for kids at the fairgrounds.

A letter from the Ottawa Soil and Water Conservation District announcing their 66th Annual Meeting and Banquet scheduled for Wednesday, September 27, at 6:30 p.m. at the fairgrounds.

An invitation from the Ottawa County Farm Bureau for their 2017 Annual Meeting to be held Thursday, September 7.

A letter from the Ottawa County Board of Elections regarding the General Election to be held Tuesday, November 7, and use of the Community Hall as a polling location.

Fiscal

Fiscal Officer Karen Shaw said notification was received from the Ottawa County Budget Commission that Catawba Island Township’s share of Local Government funds for 2018 is estimated to be $16,063.64.

Gary Mortus made a motion to adopt a Resolution certifying the amounts and rates as determined by the Budget Commission and authorizing the necessary tax levies for the fiscal year commencing January 1, 2018. Rates to be levied include 4.2 Inside Mills and 4.3 Outside Mills. William Rofkar seconded the motion. Roll Call Vote: Gary Mortus, aye; William Rofkar, aye; and Matt Montowski, aye. Motion Carried.

Fire

Fire Chief Kevin Wylie said The Sandusky Fire Department has donated approximately 57 air bottles and some spare masks to the Catawba Island Volunteer Fire Department. He said the equipment is the same type of equipment currently used by the department so that will enable the department to postpone purchasing the equipment over the next five to ten years as planned.

Trustees agreed the CIVFD could renew the “I Am Responding” App they currently use with an annual cost of $675.

New Business

Andy Benko expressed concerns regarding services provided by the Ottawa County Health Department which is overseen by Health Commissioner Nancy Osborn. He encouraged individuals and Trustees to attend a meeting on Tuesday, October 10, at 5:30 p.m.at the Ottawa County Board of Health.

Gary Mortus made a motion to participate in the Ottawa Regional Planning Commission’s Annual Assessment for the period July 1, 2017 to June 30, 2018 for a total of $2,159.40 based on 3,599 persons at a rate of $.60 per person. William Rofkar seconded the motion. All voted aye. Motion carried.

Gary Mortus discussed the Ottawa County Engineers’ West Catawba Road resurfacing project to begin September 5, 2017. He said the resurfacing project is expected to last approximately six weeks.

Matt Montowski said the Trustees will meet at 6:30 p.m. prior to their next regular meeting at 7:30 p.m. on September 12, to discuss the policy manual. The work session is open to the public.

Gary Mortus made a motion to adjourn the meeting. William Rofkar seconded the motion. All voted aye. The meeting adjourned at 8:52 p.m.
