Meeting Minutes

September 26, 2017

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Matt Montowski on Tuesday, September 26, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw, Dan Barlow, John Gangway, Kevin Wylie, Ernest Wylie, Diane Belden, Ed Crockett, Rick Smetzer,
Randy Riedmaier and Ken Landon

The Pledge of Allegiance was recited by all.

Gary Mortus made a motion to approve the September 12, 2017 Board of Trustees regular meeting minutes and the September 12, 2017 Public Hearing meeting minutes as presented. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve and pay the bills, including the last payroll, in the amount of $49,415.50. Gary Mortus seconded the motion. All voted aye. Motion carried.

Correspondence

The STAR Ohio Annual Report for 2017 was received.

Police

Police Chief John Gangway said Rob Schraidt had his six month service anniversary on September 15. John Gangway said Rob Schraidt is doing a good job and he would like to promote him to full-time status.

William Rofkar made a motion to promote Rob Schraidt off probation to full-time employee and increase his pay by fifty cents effective with the pay period beginning September 18, 2017.
Gary Mortus seconded the motion. All voted aye. Motion carried.

Fire

Fire Chief Kevin Wylie said there will be two Ottawa County Opiate and Heroin Epidemic Forums on October 19, at the Camp Perry Clubhouse, 7:30 to 9:30 a.m. and 3:30 to 5:30 p.m. with panel presentations from law enforcement, emergency responders, treatment and recovery, the Ottawa County Coroner, and those in recovery.

Kevin Wylie presented a new member application from Kenneth Boyle. Kevin Wylie said he would like Kenneth Boyle to begin the fire class on October 4.

William Rofkar made a motion to approve Kenneth Boyle as a probationary fire fighter with approval of a background check. Gary Mortus seconded the motion. All voted aye. Motion carried.


Maintenance

Maintenance Supervisor Dan Barlow said the break wall along Rock Ledge needs to be sprayed to kill the brush and small trees growing up through the rocks on the slope. Dan Barlow presented a quote from DBI Services for $550 to complete the spraying.

Trustees agreed to contract with DBI Services for spraying the rocks surrounding Rock Ledge.

Dan Barlow presented a quote from Kreimes Co. for road repairs including Catawba State Park entrance area (3,000 SF), Moores Dock near Marina View (720 SF), Moores Dock (808 SF), Marina South Ramp (1156 SF) and Cemetery Road (160 SF) at the cemetery entrance for $25,554.

William Rofkar and Matt Montowski agreed they do not want to repair the township road at the state park entrance with the possibility the road could be damaged during the Catawba State Park construction project. Gary Mortus said the contractor would be responsible to repair any damages made to the township road during construction.

Dan Barlow presented a second quote from the Kreimes Co. for $9,729 for road repairs at Moores Dock near Marina View (720 SF), Moores Dock (808 SF), Marina South Ramp
(1156 SF), and Cemetery Road (160 SF) at the cemetery entrance.

Gary Mortus made a motion to contract with the Kreimes Co. for $9,729 for road repairs as presented. William Rofkar seconded the motion. Vote on the motion William Rofkar aye;
Matt Montowski, aye; Gary Mortus, opposed. Motion carried.

Dan Barlow reported the Catawba State Park Ramp will be closed September 28 through November 4 due to improvements being made at the park.

Dan Barlow reported the West Catawba Road resurfacing project will be completed October 23.

Dan Barlow said the Ottawa Sandusky Seneca Solid Waste District reported they are changing from Rumpke to Republic for the removal of recycling materials.

New Business

Ed Crockett said he was in attendance representing Catawba Point Association. He said the Catawba Point Association Board Members would like to start selling advertising along their fence line.

Trustees informed Ed Crockett that he needs to follow up with Todd Bickley, Zoning Inspector, regarding advertising signs as offsite advertising is not allowed in the township and a variance would likely be required.

Diane Belden reported the Parks Board met recently and that the Catawba Island Garden Club will be donating some plants for the park. She also said Parks Board members will hold a Fall Walk on October 28, 2017 similar to the event they held at the Nature Preserve last year.


William Rofkar reported progress at the Union Chapel continues and made special note of the outstanding work completed by maintenance personnel on the interior walls and floors.

Gary Mortus made a motion to replace the cracked concrete outside the Police department overhead doors by Gerken and contracted through the Ottawa County Engineer’s Office for $2,500. William Rofkar seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to renew the VFIS Accident and Sickness Insurance Policy with Ohio Insurance Services Agency in the amount of $4,216 for the period October 9, 2017 to October 9, 2018. William Rofkar seconded the motion. All voted aye. Motion carried.

Matt Montowski said in regard to the text amendments to the Zoning Resolution proposed at the September 12, 2017 Public Hearing, the clarification Trustees were seeking is that grandfathering follows the property and not the individual(s) or property owners.

Matt Montowski said the phrase “and always used by the same occupant for a continual period of not less than 30 days” will be added to dwelling, multi family, and dwelling units. He said that will standardize the definitions in the book.

Gary Mortus made a motion to approve the text amendments as recommended by the Zoning Commission. William Rofkar seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to adjourn the meeting. William Rofkar seconded the motion. All voted aye. The meeting adjourned at 8:05 p.m.
