Meeting Minutes

October 10, 2017

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Matt Montowski on Tuesday, October 10, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw, Dan Barlow, John Gangway, Kevin Wylie, Ernest Wylie, Julie Wylie, Diane Belden, David Belden, Reggie Langford, Theresa Woodel-Madison, Richard Helsper, Rick Smetzer, and Randy Riedmaier

The Pledge of Allegiance was recited by all.

William Rofkar made a motion to approve the September 26, 2017 Board of Trustees regular meeting minutes as presented. Gary Mortus seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to approve and pay the bills, including the last payroll, in the amount of $44,803.11. William Rofkar seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from Sandy Pienta of the Catawba Island Garden Club requesting use of the Community Hall on November 28 for an event.

Trustees agreed the Catawba Island Garden Club could use the Community Hall as requested and waived the fee.

A letter from Ted Johnson of the National Wild Turkey Federation requesting use of the Community Hall on November 11 to conduct a hunter education course. The course is free and Ted Johnson is a volunteer instructor for the Ohio Division of Wildlife.

Trustees agreed Ted Johnson could use the Community Hall as requested and waived the fee.

A letter from Suzanne Richard regarding her concern of dead trees on the property located at 3736 N Karwood and the possibility the trees may drop on her home or shed.

Matt Montowski said he will look into the matter and address Suzanne Richard’s concerns.

A letter from Kim and Elizabeth Skrinak requesting permission to operate a Polaris Ranger Crew 900 on township roads.

Trustees asked Police Chief John Gangway to respond to Kim and Elizabeth Skrinak’s request as the vehicle falls under the definition of an under-speed vehicle and not a low-speed vehicle.

Fiscal

Fiscal Officer Karen Shaw presented the September 2017 financial reports and bank reconciliation. There were no questions or concerns.

Zoning

Matt Montowski said there were twelve permits and three variances issued in September with a total of $1,837.28 collected in fees.

Police

John Gangway said the Taser Instructor training Devin Pollock was previously approved to attend will now be in December and at a different location but the cost remains the same.

Maintenance

Dan Barlow presented an estimate to remove approximately 70 to 75 tree stumps from the nature walk paths at the Nature Preserve located at 4158 NW Catawba Road at a cost of $40 per stump

William Rofkar made a motion to contract with Mullens Tree Service to grind 70 to 75 stumps along the nature walk paths. Cost not to exceed $3,000. Gary Mortus seconded the motion. Vote on motion: Gary Mortus, aye; William Rofkar, aye; Matt Montowski, abstained. Motion carried.

Dan Barlow said the backhoe was over heating and they repaired a water pump issue in house and the backhoe is operational again and ready for the fall clean-up scheduled for October 18 through October 22.

Fire

Fire Chief Kevin Wylie said the new fire hose is installed on the fire truck. He also presented a quote from Finley Fire Equipment for Task Force hose nozzle tips and upgrade kits for $10,380.

Gary Mortus made a motion to purchase 12 nozzle tips and 8 upgrade kits from Finley Fire Equipment for a total of $10,380. William Rofkar seconded the motion. All voted aye. Motion carried.

New Business

William Rofkar presented quotes for a front steal commercial door with side lights to be installed at the chapel; Carter Lumber $4,679 and Port Clinton Glass $4,186.

William Rofkar made a motion to contract with Port Clinton Glass for a front door not to exceed $4,500 including installation. Gary Mortus seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to enter into executive session to discuss a legal matter. There was no second to the motion.

Matt Montowski made a motion to adjourn the meeting. William Rofkar seconded the motion. All voted aye. The meeting adjourned at 8:10 p.m.
