Meeting Minutes

March 13, 2018

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Gary Mortus on Tuesday, March 13, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw,
Dan Barlow, John Gangway, Kevin Wylie, Dusty Walker, Roger Walker, Lawrene Montowski, Randy Riedmaier, and Jack DeVore.

The Pledge of Allegiance was recited by all.

William Rofkar made a motion to approve the February 27, 2018, Board of Trustees regular meeting minutes as presented. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the payroll, in the amount of $48,006.57. William Rofkar seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from the Ottawa County Health Department regarding The Annual Meeting of the District Advisory Council (DAC) scheduled for Thursday, March 5, 2018 at 6:00 p.m.

A letter from Larry Durivage regarding the Ottawa County Health Department March meeting and the duty of Township Trustees in Ottawa County to appoint the members of the Board of Health.

An email from the Ottawa County Commissioners regarding funding awarded through the Ohio Department of Transportation to prepare a long-range study for the use of non-motorized modes of transportation. Commissioners are looking for individuals interested in serving on a committee.

A letter from Mark Messa of the Ottawa Regional Planning Commission regarding the 2020 Census and workshops being made available to local governments by the United States Census Bureau.

A letter form the Ottawa County Engineer’s Office regarding the Annual Meeting of the Ottawa County Township Association to be held Tuesday, April 10, at the Ottawa County Fairgrounds.

A letter from Kevin Johnson requesting use of the Hall Sunday, March 25 for a family function.

A letter from James Stewart requesting use of the Hall Saturday, April 7, for a family function.

Trustees agreed township employees Kevin Johnson and James Stewart could use the Community Hall as requested and waived the rental fee.

A letter and application from the Ohio Department of Transportation regarding eligibility for the 2018 ODOT Township Safety Sign Grant. The grant is made available to benefit townships and allow for improved road signs where deemed necessary.

Fiscal

Fiscal Officer Karen Shaw presented the February 2018 financial reports and bank reconciliation. There were no questions or concerns.

Zoning

Matt Montowski said there were four zoning permits and one variance issued in February with a total of $523.96 collected in fees.

Matt Montowski said the Trustees will hear a rezoning request at 7:00 p.m. Tuesday, March 27, prior to their regularly scheduled 7:30 p.m. meeting.

Police

Police Chief John Gangway said the 2010 Crown Victoria has a cracked intake manifold and the estimate for repair is approximately $1,000.

Trustees agreed the vehicle should be repaired as it will be approximately six months before we receive the new police vehicle.

John Gangway presented quotes for video cameras for the police station and two additional cameras for the administration building lobby and hallway from Catawba Security LLC for $4,099.55 and Hobbs Lock and Key for $4,177.50.

Matt Montowski made a motion to purchase a video camera system from Catawba Security LLC for $4,099.55 for the police station and administration building. Gary Mortus seconded the motion. Vote on motion: Matt Montowski, aye; Gary Mortus, aye; William Rofkar, abstain. Motion carried.

Maintenance

Maintenance Supervisor Dan Barlow said a high school student who needs volunteer hours for graduation will help in the near future with maintenance related items and clean up at the chapel.

Karen Shaw said Murphy Tractor and Equipment submitted a new quote for the John Deere 310SL Backhoe for $485.11 less than the quote originally submitted and approved at the last meeting.

New Business

Gary Mortus said he plans to attend the District Advisory Council Health Department meeting.

William Rofkar said he is interested in more information and will likely participate on the committee regarding the use of non-motorized modes of transportation.

Matt Montowski made a motion to adjourn the meeting. William Rofkar seconded the motion. All voted aye. The meeting adjourned at 8:03 p.m.
