Catawba Island Township Board of Township Trustees

Meeting Minutes

April 10, 2018

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Gary Mortus on Tuesday, April 10, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw,
Dan Barlow, John Gangway, Kevin Wylie, Julie Wylie, Suzy Wittenmyer, Diane Belden,
Rick Smetzer, and Randy Riedmaier.

The Pledge of Allegiance was recited by all.

Matt Montowski made a motion to approve the March 27, 2018 Public Hearing meeting minutes and the Board of Trustees regular meeting minutes as presented. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve and pay the bills, including the payroll, in the amount of $56,918.26. Matt Montowski seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from Mark Messa, Ottawa Regional Planning Commission, regarding the Fiscal Year 2018 Community Development Block Grant Program (CDBG).

Fiscal

Fiscal Officer Karen Shaw presented the March 2018 financial reports and bank reconciliation. There were no questions or concerns.

Karen Shaw said the township received the first half Real Estate Property Tax Settlement in March with a net distribution of $842,156.44.

Zoning

Matt Montowski said there were eleven zoning permits and one variance issued in March with a total of $1,062.44 collected in fees.

Police

Police Chief John Gangway said the Ottawa County Police Chiefs Association meeting will be held in the township conference room Thursday, April 26, at 1 p.m.

John Gangway said the cameras for the police station and lobby have been ordered.


Maintenance

Maintenance Supervisor Dan Barlow presented a quote for $6,462.06 from Judco, Inc to upgrade a one ton truck with new snow plow equipment.

William Rofkar made a motion to contract with Judco, Inc. for two snow plows to be fitted on township trucks for a total cost not to exceed $13,000. Matt Montowski seconded the motion. All voted aye. Motion carried.

Dan Barlow presented an estimate from Bill’s Implement for trade-in of a 48” Ferris mower for another 48” Ferris mower for use in the cemetery for $2,300. A second estimate for trade-in of a 72” Ferris mower for a 61” Ferris mower deck for use at other various township locations included a credit with no new fee for 2018.

Matt Montowski made a motion to enter into a trade-in lease agreement with Bill’s Implement for two mowers as described for a total of $2,300. William Rofkar seconded the motion. All voted aye. Motion carried.

A brief discussion took place regarding the possibility of installing pickleball court lines on the tennis court surface at Heigel Park. Dan Barlow said he will research the cost further and William Rofkar said he will contact the vendor who resurfaced tennis courts.

William Rofkar made a motion to approve a Township Request for Assistance (TRQ) with the Ottawa County Engineer’s Office to get estimates to repair Hickory Ridge Drive, Woodland Drive off West Catawba Road, and Valley Drive. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to participate in the Ottawa County Engineer’s Road Striping Program for 2018 and stripe the roads as listed below noting there is no change from the previous year. William Rofkar seconded the motion. All voted aye. Motion carried.

Fire

Fire Chief Kevin Wylie said Engine 224 will be going in for biannual service work. He also said the fire department members will be conducting hose testing this month.

Matt Montowski made a motion for the fire department to dispose of some old scrap metal from bad hose. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to adjourn the meeting. Matt Montowski seconded the motion. All voted aye. The meeting adjourned at 8:00 p.m.
