Meeting Minutes

June 26, 2018

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Vice Chairman William Rofkar on Tuesday, June 26, at 7:30 p.m. in the conference room.

In attendance were Matt Montowski, William Rofkar, Karen Shaw, Dan Barlow, John Gangway, Kevin Wylie, Ernie Wylie, Brad Schwan, Rick Smetzer, and Jack DeVore.

The Pledge of Allegiance was recited by all.

Matt Montowski made a motion to approve the June 12, 2018 Board of Trustees regular meeting minutes as presented. William Rofkar seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the last payroll, in the amount of $70,516.27. William Rofkar seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from Craig Koerpel of the Catawba Island Historical Society expressing appreciation to Police Chief John Gangway and township police officers for help provided with traffic control during the opening of the Catawba Museum at Union Chapel.

Maintenance

Maintenance Supervisor Dan Barlow said the new backhoe has been delivered. He said the light for the driveway outside the police station will be installed next week. Dan Barlow said the ditch pump off Route 53 has been pumped out and is now working. He discussed issues with drainage in the Hickory Ridge subdivision and said they will work to replace catch basins and repair an area within a drain pipe that has collapsed and is plugged up. Dan Barlow said they will work to get the issues repaired prior to the scheduled repaving project.

Dan Barlow is concerned A.T. Emmett has not been out to repair the electrical issue at the marina and there is still no power. He is working to get the issue resolved.

Dan Barlow presented a quote from The Kreimes Company for $2,733.

Matt Montowski made a motion to contract with The Kreimes Company for $2,733 to have the parking lot at the old fire station sealed and striped. William Rofkar seconded the motion. All voted aye. Motion carried.

Fire

Fire Chief Kevin Wylie said Engine 224 is back and they had to make additional repairs increasing the cost slightly from the original estimate.

William Rofkar made a motion to approve repair expenditures on Engine 224 by W.W. Williams not to exceed $6,000. Matt Montowski seconded the motion. All voted aye. Motion carried.

New Business

Brad Schwan of the Parks Board presented a quote from Davenport Sign and a rendering of a two sided six foot sign for the Cedar Meadow Preserve to replace the current single sided sign facing North West Catawba Road. He also discussed a couple two foot directional signs to help guide visitors to the administration building parking lot as well as other small color coded markers to help depict four separate walking trails in the preserve.

Brad Schwan said that with the Trustees approval the Parks Board would like to apply for a grant from the Ottawa Sandusky Seneca Solid Waste District for the cost of various signs from Davenport Signs, supplies from The Gordon Lumber Company, and new maps from Timely Print highlighting the walking trails with corresponding colors which will help visitors navigate the preserve. He said if the grant is approved there will be a grand reopening to the Cedar Meadow Preserve in the fall to bring awareness to the park location, marked trails, and support from the OSS Solid Waste District.

Brad Schwan said they would like to apply for a Competitive Funding Grant in the amount of $4,115 toward the purchase of recycled signage, supplies, and maps made from recycled materials and ask that the township provide 26% of the matching funds in the amount of $1,437.

Matt Montowski made a motion to pass the following Resolution:
NOW, THEREFORE, BE IT RESOLVED that the Catawba Island Township Board of Trustees approve to pursue the application of a Competitive Funding Grant from the Ottawa, Sandusky, Seneca, Solid Waste District in the amount of $4,115 toward the purchase of Recycled Signage, Maps and Hardware Supplies made from Recycled Material, which is 80% recycled content.
BE IT RESOLVED that an original price quote has been received from various local vendors in the amount of $5,552.
BE IT RESOLVED that Catawba Island Township will provide 26% matching funds in the amount of $1,437.
BE IT RESOLVED that Dan Barlow, Catawba Island Township, will be the designated contact person for this project and may be contacted at 419-797-4131.
NOW THEREFORE BE IT RESOLVED by the Township Trustees of Catawba Island Township, Ottawa County, Ohio, to proceed with the Competitive Funding Grant application.

William Rofkar seconded the motion, and the roll being called upon the question of adoption of this resolution, the vote resulted as follows: Matt Montowski, aye; William Rofkar, aye.

Matt Montowski said the Trustees attended the Catawba Island Historical Society Museum at Union Chapel grand opening Saturday and he wanted to give thanks to everyone involved especially
William Rofkar for being the liaison for the project.

Matt Montowski made a motion to proceed with the cemetery drainage improvement project and award Buckeye Excavating the contract for $94,946. William Rofkar seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to adjourn the meeting. William Rofkar seconded the motion. All voted aye. The meeting adjourned at 8:06 p.m.
