Meeting Minutes

July 10, 2018

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Gary Mortus on Tuesday, July 10, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw, Dan Barlow,
John Gangway, Ernie Wylie, Kevin Wylie, Julie Wylie, Lawrene Montowski, Rick Smetzer, and Jack DeVore.

The Pledge of Allegiance was recited by all.

William Rofkar made a motion to approve the June 26, 2018 Board of Trustees regular meeting minutes as presented. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the last payroll, in the amount of $122,943.75 which included a payment of $67,794.19 to Murphy Tractor and Equipment for the new John Deere backhoe less trade in allowance for the old backhoe. William Rofkar seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from Suzanne Richard of the Catawba Island Garden Club thanking Trustees for all they do to help the Garden Club achieve their goals. The C.I. Garden Club also offered to help install a fence and Hosta plants in order to help define the property line at the chapel and match the fence along the rear of the property. In addition, The C.I. Garden Club believes the south east rear side of the chapel would provide a safe spot for a small Monarch Way Station if the Trustees are interested.

Another letter received from Suzanne Richard of the Catawba Island Garden Club said the members have a nice collection of native plants (Trillium, Wood Poppy, Geranium etc.) to donate. They feel the plants would be good for the Catawba Point Preserve and would love to partner on the project.

A letter from Ottawa Regional Planning regarding the Fiscal Year 2019 Assessment.

An email from Ottawa County Engineer Ron Lajti, expressing appreciation and thanks to township maintenance personnel for their quick response in removing a deer that had been struck on a county road located within the township.

An invitation to The Ohio Plan’s 30th Anniversary Celebration.

A letter from the Ottawa County Improvement Corporation inviting Trustees to the 24th Annual “Experience Ottawa County” event August 23 at The Keys on Put-In-Bay.

Fiscal

Fiscal Officer Karen Shaw presented the June 2018 financial reports and bank reconciliation. There were no questions or concerns.

Zoning

Matt Montowski said there were fifteen zoning permits and two variances issued in June with a total of $1,249.56 collected in fees.

Maintenance

Maintenance Supervisor Dan Barlow said he would like to order an extra wheel and tire valve for the backhoe for $395.06 from Murphy Tractor and Equipment and a spare tire for approximately $295 from Severe Service.

Trustees agreed the spare tire, wheel, and tire valve should be purchased to have as needed.

Dan Barlow said he would like to the have preventative maintenance on the leaf vacuum engines performed at T-Diesel, Inc. and presented an estimate of $2,020 for the work.

Matt Montowski made a motion to contract with T-Diesel, Inc. to service the leaf vacuum for $2,020. William Rofkar seconded the motion. All voted aye. Motion carried.

Dan Barlow said construction on the cemetery drainage project will begin Wednesday, July 11, and that the compost facility road will be closed intermittently during the project.

Dan Barlow said A.T. Emmett is working on the electrical problem at the boat launch ramp and the parking lot should have power by the end of the week.

Dan Barlow said there is a drain in the 2700 block of Sand Road that was installed around 1940 and it drains from the lake side to the marsh side and it is not draining properly. The water level is high creating some of the problem which was discovered when a gas line was being repaired. He said they will try to shore up the tile in the area and possibly have Adkins clean out the line if necessary.

Trustees agreed to remove Hickory Ridge from the 2018 Road Resurfacing Project due to drainage repairs that need to be made and given time to settle.

Fire

Fire Chief Kevin Wylie presented a proposal from Lexipol for an annual subscription which includes a fire manual, daily training bulletins and SPS fire procedural content with the cost including a 10% discount from the Ohio Plan.

Matt Montowski made a motion to contract with Lexipol per the proposal presented to the Catawba Island Volunteer Fire Department for an annual subscription for $2,642. William Rofkar seconded the motion. All voted aye. Motion carried.

Kevin Wylie thanked Matt Montowski and William Rofkar for helping with the chicken barbeque and police personnel for helping with traffic control on West Catawba Road.

New Business

Matt Montowski made a motion to participate in the Ottawa Regional Planning Commission’s Annual Assessment for the period July 1, 2018 to June 30, 2019 for a total of $2,159.40 based on a population of 3,599 at a rate of $.60 per person. William Rofkar seconded the motion. All voted aye. Motion carried.


Trustees agreed the Catawba Island Garden Club could proceed with planting various plants at the Catawba Point Preserve and work with the Catawba Island Historical Society to assist with a fence between property lines and the planting of plants at the chapel.

William Rofkar made a motion to adjourn the meeting. Matt Montowski seconded the motion. All voted aye. The meeting adjourned at 8:11 p.m.
