Meeting Minutes

September 11, 2018

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Gary Mortus on Tuesday, September 11, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw, Dan Barlow,
John Gangway, Kevin Wylie, Julie Wylie, Ernest Wylie, Brad Schwan, Diane Belden, Reggie Langford, Don Douglas, Rick Smetzer, Lawrene Montowski, Randy Riedmaier, and Jack DeVore.

The Pledge of Allegiance was recited by all.

William Rofkar made a motion to approve the August 28, 2018 Board of Trustees regular meeting minutes as presented. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the last payroll, in the amount of $49,266.76. William Rofkar seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from Brad Schwan regarding property located at 1871 NW Catawba Road. Brad Schwan said it has been over six months since the property was mowed and he requests the lawn be mowed and maintained in a timely manner.

Matt Montowski said he would send a letter to the property owner.

An email from Jeff Mogg regarding the speed limit on Twin Beach Road and the Gem Beach Lot Owners request for a speed limit reduction.

Matt Montowski said he asked Police Chief John Gangway to follow up with Jeff Mogg about the process to lower speed limits. John Gangway’s letter stated in part that speed limits are determined by the Ohio Department of Transportation and only under limited circumstances can a Board of Township Trustees lower the speed limit and Twin Beach Road does not meet those circumstances. Furthermore, a similar request to lower the speed limit on Wine Cellar Road was previously denied.

A letter from the Ohio Department of Transportation regarding the Statewide Transportation Improvement Program and an invitation to the Rural Consultation meeting on September 26.

A letter from the Ohio Department of Natural Resources regarding the Urban Forestry Assistance Program and an invitation to the Northwest Ohio Urban Forestry Seminar on October 26.

The Summer 2018 Newsletter from the Ottawa County Community Foundation and the Fall 2018 Newsletter from the Ohio Plan.

Fiscal

Fiscal Officer Karen Shaw presented the August 2018 financial reports and bank reconciliation. There were no questions or concerns.

Zoning

Matt Montowski said there were eleven zoning permits issued in August with a total of $1,853.64 collected in fees.

Police

Police Chief John Gangway said the new police utility is at the dealership and equipment is being transferred to the new vehicle.

William Rofkar made a motion to sell the excess 2010 Crown Victoria Police Cruiser on GovDeals.com. Matt Montowski seconded the motion. All voted aye. Motion carried.

Maintenance

Maintenance Supervisor Dan Barlow said Twin Beach Road is paved and the berm complete although the crew will be back to finish the striping. He said Weyhe Road has not been paved yet.

Dan Barlow presented a quote from Gill Construction, LLC for $6,800 for a French drain to be installed on North Carolina Street to help with a draining issues.

Gary Mortus made a motion to contract with Gill Construction, LLC for $6,800 for installation of a 70 foot French Drain on North Carolina Street. Matt Montowski seconded the motion. All voted aye. Motion carried.

Fire

Fire Chief Kevin Wylie said the fire department would like to have a meeting with the Trustees Wednesday, September 26, at 7:00 p.m. to discuss EMS issues. The Trustees agreed to the meeting.

New Business

Parks Board member Brad Schwan discussed the Cedar Meadow Preserve signage grant project and sign locations.

Matt Montowski made a motion to approve a contract with Davenport Sign and Art in the amount of $5,090 for two 3’ x 6’ signs including assembly and installation as well as smaller parking signs and trail marker signs for the Cedar Meadow Preserve signage project. Upon completion the township will receive a Competitive Funding Grant award reimbursement from the Solid Waste District in the amount of $4,115 for the project. William Rofkar seconded the motion. All voted aye. Motion carried.

Don Douglas introduced himself to Trustees and said he is running for the open Ottawa County Commissioners seat.

Matt Montowski made a motion to adjourn the meeting. William Rofkar seconded the motion. All voted aye. The meeting adjourned at 8:10 p.m.
