Meeting Minutes

February 26, 2019

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman William Rofkar on Tuesday, February 26, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw, Dan Barlow, John Gangway, Kevin Wylie, Eric Schramm, Reggie Langford, Craig Koerpel, David Wonnell, and Randy Riedmaier.

The Pledge of Allegiance was recited by all.

Matt Montowski made a motion to approve the February 12, 2019 Board of Trustees regular meeting minutes as presented. Gary Mortus seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to approve and pay the bills, including the payroll, in the amount of $44,396.83. Matt Montowski seconded the motion. All voted aye. Motion carried.

Correspondence

A thank you note from Diane Belden to Maintenance Supervisor Dan Barlow for his help and support with Wreaths Across America.

A letter from Ottawa County Prosecutor James VanEerten, Det. Joel Barton, Agents Carl Rider and Donald St. Clair expressing gratitude for the contribution to the Drug Task Force.

A letter from Cheri Schraidt requesting use of the Community Hall June 14 and 15 for an event she is hosting. Cheri Schraidt requested the reduced rental fee for an organization sponsoring an event for fundraising purposes because a portion of the proceeds will be committed to the Pathways Inclusion Center.

Trustees agreed Cheri Schraidt could rent the Community Hall for the reduced fee as requested.

A letter from Linda Snyder of the Catawba Island Historical Society requesting use of the Community Hall on May 8 for the introduction of this year’s program to Nabagon members who have donated to the museum.

A letter from Bill Van Der Giessen of the Catawba Island Historical Society requesting use of the Community Hall on June 12 for a presentation by speaker John Burke regarding local Native American Indians indigenous to our area.

Trustees agreed the Catawba Island Historical Society could use the Community Hall for both events as requested and waived the fee.

A letter from Keith Teynor of MarineMax affirming the semi-tractor/trailer parked in the fire lane on the property at 1991 NE Catawba Road has been moved as requested by the township.

An email from Jim Darr of the OSS Solid Waste District regarding a temporary schedule change for the weekend by Republic Services with regard to the recycling containers.


A letter and related information packet from the Ohio Department of Transportation regarding eligibility for the 2019 Township Safety Sign Upgrade Grant.

An invitation from Ottawa County Senior Resources to participate in the 17th Annual March for Meals campaign.

Fiscal

Karen Shaw said the Annual Financial Report has been submitted for the year ending
December 31, 2018, and notification was published in The Beacon February 21, 2019.

Police

Police Chief John Gangway asked the Trustees to consider hiring Jeremy Danklefsen as a part-time police officer to help with vacation coverage and the addition of a couple shifts in the summer months.

Gary Mortus made a motion to hire Jeremy Danklefsen as a part-time police officer effective March 4, 2019 for a six month probationary period at a starting pay rate of $15 per hour and eligible for an annual uniform allowance of $250. Matt Montowski seconded the motion. All voted aye. Motion carried.

John Gangway said another police vehicle was damaged recently when a deer ran into the side of a stopped cruiser. He said a quote for repairs was received from Don’s Body Shop and Hylant Administrative Services will forward a check for the repair work.

Maintenance

Dan Barlow presented two quotes for installation of new downspouts and scupper boxes at the Community Hall; Randy J. Smith Construction & Roofing for $1,331 and C.L. Deemer Roofing for $2,860.

Gary Mortus made a motion to contract with Randy J. Smith for $1,331 for installation of down-spouts and scupper boxes at the Community Hall. William Rofkar seconded the motion. Vote on the motion: Gary Mortus, aye; William Rofkar, aye; Matt Montowski, abstain. Motion carried.

Per a quote previously presented at the November 27, 2018 regular meeting, Gary Mortus made a motion to contract with Masonry Construction Co., Inc. for $15,420 for removal of the existing brick on the front of the Community Hall and installation of new brick on the front of the building. Matt Montowski seconded the motion. All voted aye. Motion carried.

Dan Barlow presented a quote for salt from Holcomb Materials for $110 per ton delivered.

Gary Mortus made a motion to contract with Holcomb Materials for 100 ton of salt delivered for a total cost of $11,000. Matt Montowski seconded the motion. All voted aye. Motion carried.


New Business

Craig Koerpel of the Catawba Island Historical Society announced the Historical Society will open on May 15. Craig Koerpel said the historical society would like to position a couple historical signs in the courtyard between the annex and the main chapel that would be visible from inside and asked if the Trustees would be willing to provide labor to install a couple posts into the ground in order to mount the signs on and then the signs will be removed in the winter.

The Trustees agreed maintenance personnel could use the auger to dig holes for the posts.

Craig Koerpel suggested some type of sound system be considered for use in the Community Hall. Craig Koerpel said he would research various types of sound systems for future consideration by the Trustees.

Karen Shaw said Laura Wilbur of Republic Services emailed new prices for 2019 for the spring and fall clean up. Delivery of the boxes are $75, a charge of $145 to haul away plus $49.50 per ton. She said a rebate will be paid to the township for steel collected. In addition, the monthly pulls at the Community Hall and the Maintenance building will remain $86.70 each.

Trustees agreed to the new prices for 2019 from Republic Services.

Karen Shaw said Catawba Island Club would like to use the Community Hall parking lot for the boat show April 26 through 28 and also Memorial Day weekend, Fourth of July weekend, and Labor Day weekend.

Trustees agreed Catawba Island Club could use the Community Hall parking lot, including the lot across the street at the old fire station, for the days requested and agreed to charge CIC a rate of $300 per weekend rather than a $300 daily rate normally charged for the hall rental.

Gary Mortus made a motion to participate in the Ottawa County Engineer’s Road Striping Program for 2019 and stripe the roads as listed below. Matt Montowski seconded the motion. All voted aye. Motion Carried.

Matt Montowski said the Parks Board would like to clear approximately 550 feet from the platform deck to the boardwalk in Cedar Meadow Preserve. He said the area is currently a walking path but it has grown over in the past few years and they would like to widen the path. Matt Montowski said a letter granting permission for the trail widening was received from Black Swamp Conservancy. Matt Montowski said two estimates were received: Buckeye Tree and Crane Service LLC for $1,650 and Barnes estimate was not to exceed $3,500 ($270 per hour).

Matt Montowski made a motion to contract with Buckeye Tree and Crane Service LLC for $1,650 to widen 550 feet of the path in the Cedar Meadow Nature Preserve from the deck to the boardwalk. Gary Mortus seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to adjourn the meeting. Matt Montowski seconded the motion. All voted aye. The meeting adjourned at 8:30 p.m.
