Meeting Minutes

March 12, 2019

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman William Rofkar on Tuesday, March 12, at 7:30 p.m. in the conference room.

In attendance were Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw, Dan Barlow, John Gangway, Kevin Wylie, Will Moore Jr., Bucky Kopf, Ryan Kopf, James Salyer,
Steve May, Tony Corona, and Jack DeVore.

The Pledge of Allegiance was recited by all.

Gary Mortus made a motion to approve the February 26, 2019 Board of Trustees regular meeting minutes and the February 26, 2019 Special Meeting minutes as presented. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the payroll, in the amount of $36,527.45. Gary Mortus seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from Kevin Johnson requesting use of the Community Hall for a family function.

Trustees agreed Kevin Johnson could use the Community Hall as requested and waived the rental fee.

An invitation from the Ottawa County Farm Bureau to a Legislative Luncheon on March 27, at the Bay Township Hall.

Fiscal

Fiscal Officer Karen Shaw presented the February 2019 financial reports and bank reconciliation. There were no questions or concerns.

Zoning

Matt Montowski said there were five zoning permits issued in February with a total of $263.32 collected in fees.

Fire

Fire Chief Kevin Wylie presented a quote for foam related equipment and supplies from Finley Fire Equipment for $1,915.

Matt Montowski made a motion to purchase nozzles, tips, and foam supplies from Finley Fire for no more than $2,000. Gary Mortus seconded the motion. All voted aye. Motion carried.

Kevin Wylie presented three new member applications for consideration.

Gary Mortus made a motion to approve Michael Pavley, Andrew Winson and Jadan Rogers as volunteer fire fighters for a one year probation period. Matt Montowski seconded the motion. All voted aye. Motion carried.

Maintenance


Dan Barlow presented a quote for $11,310 from Masonry Construction for additional work required to complete the front of the Community Hall brick work, originally contracted for $15,420, bringing the total cost of the project to $26,730. Dan Barlow said once the project began it was discovered the front of the building is not as it appeared and installation of a concrete footer and foundation is now required. He said the building was originally used as a fire station in the late 1940’s and the location of the overhead doors is where there is a problem.

Gary Mortus made a motion to proceed with the project and contract with Masonry Construction for $11,310 for the additional foundation work required at the front of the Community Hall to complete the brick front project. Matt Montowski seconded the motion. All voted aye. Motion carried.

Dan Barlow said they took the pump out at the Route 53 ditch and it is being repaired and a new pump is now in place and operational. The pump being repaired will be stored as a backup.

Gary Mortus said Trustees recently attended a Road Review meeting with the Ottawa County Engineers where the 2019 Road Resurfacing project for Hickory Ridge, Valley Drive, and Woodland Drive was discussed. He said originally the total project was approved for $142,901.82 and now due to a change of plans the new cost will be $74,931.72. Gary Mortus said the difference is because the engineers do not feel the need to mill the pavement down but rather build the base up slightly on those roads.

New Business

Bucky Kopf of Kopf Builders introduced James Salyer of The Henry G. Reitz Engineering Co. James Salyer presented a minor deviation modification to the General Development Plan of the Harbors Edge Condominiums at Catawba Island Club. He said the Planned Unit Development was originally approved in 2007 for 84 attached housing units and developers are ready to construct the second half of the development and would like approval to change the plans to allow for the remainder units to be built as single detached condominium units instead of attached triplex units with three units per building. This will result in a total of only 81 units at completion rather than 84 units originally approved. The density will decrease slightly with the change although the maximum allowable for the area of development was 95 units.

James Salyer said there will be a minimum of ten foot setbacks between each unit and possibly twelve feet between some units. He stated there is no on street parking however each unit will have at least a two car garage with space to park two cars in the driveway in front of the garage while a few units may have three car garages with the ability to park three cars in the driveway.

James Salyer said there are 22 units in Phase 6 and another 22 units planned for Phase 7. The appropriate cul-de-sac radius will need to be determined in order for fire equipment to maneuver safely prior to approval of Phase 7.

Matt Montowski made a motion to approve a minor deviation proposed to the General Development Plan of the Harbors Edge Condominiums at Catawba Island Club for 22 units in Phase 6 of the PUD as submitted by H.R. Kopf of Kopf Builders, James Salyer of The Henry G. Reitz Engineering Co., and Steve May of Catawba Island Club. Gary Mortus seconded the motion. All voted aye. Motion carried.


Matt Montowski said the Parks Board would like the Cedar Meadow Preserve trail widened another 20 feet beyond the 550 feet approved for $1,650 at the last regular meeting.

The Trustees agreed to an expenditure of not more than $100 for the additional 20 feet of trail to be widened in the Cedar Meadow Preserve.

William Rofkar said he will attend the Ottawa County Health Department Board meeting on Thursday, March 21.

Matt Montowski made a motion to adjourn the meeting. Gary Mortus seconded the motion. All voted aye. The meeting adjourned at 8:16 p.m.
