Meeting Minutes

June 25, 2019

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman William Rofkar on Tuesday, June 25, at 7:30 p.m. in the conference room.

In attendance were: Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw, John Gangway, Dan Barlow, Ernest Wylie, Kevin Wylie, Julie Wylie, Bob Christiansen, Dan Blakley, Chris Scott, Will Moore Jr., Brad Busby, Blaise Hoffman, Jordan Davenport, Eric Schramm, Jenny Washburn, Donald Schrock, Brian Gutman, Kent Johnson, Jim Stouffer, Diane Belden, Dave Belden,
Paul Shaw, and Randy Riedmaier.

The Pledge of Allegiance was recited by all.

Gary Mortus made a motion to approve the June 11, 2019 Board of Trustees regular meeting minutes as presented. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the last payroll, in the amount of $82,750.64. The total includes a payment of $34,180 to Hylant Administrative Services for property and liability insurance. Gary Mortus seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from John Smothers announcing his resignation from the Catawba Island Parks Board effective June 12, 2019.

A letter from PCMS Cheer Coach Carrie Hatfield requesting use of the Community Hall July 18-19 and July 22-24 from 9 a.m. to 4 p.m. for the PCMS Cheer Camp and requesting the fee be waived.

Trustees agreed Carrie Hatfield could use the Community Hall for Cheer Camp and waived the fee.

A letter from Jim Stouffer of Catawba Island Club requesting the Trustees ask the Ottawa County Engineer’s Office to perform a traffic study on N.W. Catawba Road for the purpose of determining whether additional traffic control may be warranted.

A letter from Bev and Jim Syrowski to the Police Department expressing gratitude for their recent response and a donation of $50.

A letter from Catawba Point Association to the Police Department expressing appreciation for their hard work and dedication and a donation of $100.

A letter from Governor Mike DeWine to the Board of Trustees acknowledging concerns expressed to him in a letter regarding Ohio’s nuclear power plants and noting Ohio’s legislature is currently in the process of reviewing options for the plants.

A note of thanks from Port Clinton High School Principal Gary Steyer expressing appreciation for allowing staff to host the Senior Picnic at the Community Hall due to the threat of thunderstorms.

A request for support of the Port Clinton Area Chamber of Commerce Classic Car Show scheduled for Saturday, August 3, 2019 in downtown Port Clinton.

Police

Police Chief John Gangway said the new radar equipment will be installed by the Fourth of July holiday.

John Gangway presented a proposal from JVS Garage Door to replace three damaged sections of the overhead door at the police station.

Gary Mortus made a motion to contract with JVS Garage Door to repair the police garage door for $2,173. Matt Montowski seconded the motion. All voted aye. Motion carried.

Maintenance

Maintenance Supervisor Dan Barlow presented a quote from Steel Master for a 30’ x 60.5’salt shed for $15,900 similar to the type of building used at Danbury Township. Dan Barlow also presented quotes from 83 Construction for salt sheds similar to those used by the Ohio Department of Transportation for a 30’ x 48’ salt shed for $15,929 and a 30’ x 64’ salt shed option for $18,500. He said 83 Construction will assemble the structure on site while township maintenance personnel would have to assemble the Steel Master salt shed.

Dan Barlow said they would continue to utilize the current salt shed but an additional storage unit is needed now because salt can only be ordered and stock piled one time per year instead of ordering deliveries as needed through the winter season as in the past.

Trustees agreed Dan Barlow should pursue the additional proposal required for constructing side walls for the 30’ x 64’ structure from 83 Construction.

Dan Barlow presented a proposal from Masonry Construction to repair the masonry and caulk the wall coping as needed at the Community Hall.

Gary Mortus made a motion to contract with Masonry Construction to repair the wall at the Community Hall per provided proposal not to exceed $580. Matt Montowski seconded the motion. All voted aye. Motion carried.

Dan Barlow presented a proposal from The Dexter Company to replace the Tiger mower extension arm rather than to repair the aging part. He said the cost to repair is $1,000 and to replace is $3,000.

Matt Montowski made a motion to contract with The Dexter Company to replace the Tiger mower extension arm for $3,000. Gary Mortus seconded the motion. All voted aye. Motion carried.

Dan Barlow presented a quote from Catawba Security for two additional security cameras. He said one camera would face the recycling containers due to the excess of items not recyclable being dropped off and one camera would face out from the police station toward the maintenance building and fire station.

Gary Mortus made a motion to contract with Catawba Security for two additional security cameras for a total of $699.90. Matt Montowski seconded the motion. Vote on the motion: Gary Mortus, aye; Matt Montowski, aye; William Rofkar, abstained. Motion carried.

Dan Barlow said the shuffleboard courts are completed and are being utilized at Heigel Park.


Fire

Fire Chief Kevin Wylie presented an estimate for repairs to heavy rescue fire truck 25.

Gary Mortus made a motion to contract with W.W. Williams for repair of fire truck 25 for $3,945.34. Matt Montowski seconded the motion. All voted aye. Motion carried.

New Business

Donald Schrock presented a map to the Trustees and discussed changes Catawba Bay plans to implement due to erosion along Muggy Road. He said they plan to put 150 ton of stone around the corner where their large sign is located.

William Rofkar confirmed with Donald Schrock that the stone would not be put in the road right of way.

Donald Schrock discussed the high water along Muggy Road and proposed a long term solution to tie into their circulating pump and run a line through the culvert then sealing the culvert that runs under the road so that no water would run in and they could maintain the water level within the pond bank and not along the berm. He noted the solution would preserve the road berm and the adjacent landscaping.

The Trustees agreed it would likely be a good solution to their problem as long as the black top was not disturbed.

Port Clinton Fire Chief Kent Johnson talked about the Port Clinton Fire Department operations and offered support with regard to EMS services in the township noting Catawba Island Township would add an average of 1.1 calls per day to their schedule. Kent Johnson offered a variety of options and ways they could help if the township is interested. He discussed their staffing on site and the run time from time of tone to run to Catawba Island Township.

William Rofkar said with the declining CIVFD membership the sustainability of EMS service in the township is a concern.

Gary Mortus suggested a special meeting with CIVFD members to discuss their opinions and various options.

A couple fire department members expressed frustration and disappointment that Kent Johnson was invited to attend the regular township meeting without first discussing concerns with Catawba Island Fire Department members.

William Rofkar said while moving forward with the startup of EMS billing for the township it was brought to his attention that turnout for EMS calls is an ongoing concern. In addition, he said that Kent Johnson approached him asking if the township needed help because they were toned for backup several times in May and June. William Rofkar also said Trustees were given a proposal of more than $200,000 for a new ambulance and they do not want to purchase a new ambulance if there are not enough members showing up to run the calls. He said the sustainability of EMS operations is a real concern and he is having second thoughts about EMS billing startup if changes are not made.


William Rofkar said he met with Catawba Fire Chief Kevin Wylie about his concerns and informed him that he planned to invite the Port Clinton Fire Chief to their regular meeting and asked that he inform members so they could attend if interested.

Trustees agreed to hold a special meeting with CIVFD members at 7:00 p.m. on Tuesday, July 2. They informed members the meeting is open to the public and an announcement will be published in the newspaper.

Jim Stouffer was present and discussed the letter submitted to the Trustees requesting a traffic study. He said Catawba Island Club would appreciate the opportunity to invest in additional signage and safety measures. Jim Stouffer said they are willing to work with the township to provide additional signage but they cannot do anything without the blessing of the township and that requires getting the Ottawa County Engineer’s Office involved in the conversation.

Gary Mortus made a motion to request the Ottawa County Engineer’s Office provide a traffic study on N. West Catawba Road between E. Barnum Road and E. Moore’s Dock road for the purpose of determining whether additional traffic control may be warranted. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve a Then and Now Purchase Order for $34,180 to Hylant Administrative Services for property and liability insurance. Gary Mortus seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to accept the letter of resignation from John Smothers and to forward a letter of appreciation for his years of service on the Parks Board. Gary Mortus seconded the motion. All voted aye. Motion carried.

Gary Mortus made a motion to adjourn the meeting. Matt Montowski seconded the motion.
All voted aye. The meeting adjourned at 9:00 p.m.
