Meeting Minutes

July 23, 2019

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman William Rofkar on Tuesday, July 23, at 7:30 p.m. in the conference room.

In attendance were: Matt Montowski, William Rofkar, Karen Shaw, John Gangway, Dan Barlow, Kevin Wylie, Diane Belden, and Randy Riedmaier.

The Pledge of Allegiance was recited by all.

Matt Montowski made a motion to approve the July 9, 2019 Board of Trustees regular meeting minutes as presented. William Rofkar seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the last payroll, in the amount of $62,627.96. William Rofkar seconded the motion. All voted aye. Motion carried.

Correspondence

A memo from the Ottawa County Engineer’s Office regarding road closures scheduled for pavement work in Danbury and Catawba Island Townships.

A letter form the Ottawa County Sanitary Engineering Department regarding the Portage/Catawba Island Sanitary Sewer System Infiltration/Inflow (I/I) at the West Harbor Public Boat Launch located at 1955 NE Catawba Road.

A letter from Ottawa Regional Planning Director Mark Messa regarding the Fiscal Year 2020 Assessment in support of the Ottawa Regional Planning Commission.

A letter from the Wreaths Across America Catawba-Danbury Committee requesting support. The wreath laying ceremony will be Saturday, December 14.

Police

Police Chief John Gangway said the cameras have been ordered for surveillance of the administration parking lot recycling area as well as outside the police station. He suggested signs be installed in the two locations warning of area being monitored.

John Gangway requested to close Carolina Street, and put up barricades on Basin and Poplar on September 8 from approximately 10 to 11 a.m. for the Team Mary 5K to be held in Gem Beach.

Trustees agreed with the road closures for the special event.

John Gangway said he has extra staffing scheduled for the anticipated crowds traveling via Miller’s Ferry to Put-In-Bay for “Christmas in July” this weekend July 27 and 28.


Maintenance
Maintenance Supervisor Dan Barlow said the Ohio Department of Transportation is now going to allow townships to order salt as needed rather than requiring we take delivery all salt ordered at once which eliminates the need to construct a larger salt shed at this time.

Dan Barlow presented a quote for lights for the compost barn and for the maintenance building.

Matt Montowski made a motion to purchase seven lights from Rexel Energy Solutions to be installed in and around the compost barn and the maintenance building for a total cost of $1,636. William Rofkar seconded the motion. All voted aye. Motion carried.

Dan Barlow said they took delivery of the gate to be installed at the compost facility entrance and they are going to work to get it installed in the coming weeks.

Matt Montowski made a motion to contract with Stively Electric to install electrical power for the new gate at the compost facility not to exceed $600. Any changes must be in writing and authorization required. William Rofkar seconded the motion. All voted aye. Motion carried.

Dan Barlow said he was asked if the township planned to spray for mosquitos.

Trustees said they have not sprayed for mosquitos in the past and do not plan to in the future.

New Business

Matt Montowski made a motion to participate in the Ottawa Regional Planning Commission’s Annual Assessment for the period July 1, 2019 to June 30, 2020 for a total of $2,159.40 based on a population of 3,599 at a rate of $.60 per person. William Rofkar seconded the motion. All voted aye. Motion carried.

Matt Montowski said the township received an email from Ottawa County Engineer Ron Lajti in response to the Trustees request to look into traffic signage concerns on West Catawba Road as requested by Jim Stouffer of Catawba Island Club. It was noted in the email that the roadway meets all design requirements and any additional measures are not warranted at this time.

Matt Montowski made a motion to adjourn the meeting. William Rofkar seconded the motion.
All voted aye. The meeting adjourned at 8:00 p.m.
