Meeting Minutes

December 10, 2019

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman William Rofkar on Tuesday, December 10, at 7:30 p.m. in the conference room.

In attendance were: Gary Mortus, Matt Montowski, William Rofkar, Karen Shaw, John Gangway, Dan Barlow, Kevin Wylie, Craig Koerpel, David Belden, Randy Riedmaier, and Jack DeVore.

The Pledge of Allegiance was recited by all.

Gary Mortus made a motion to approve the November 26, 2019 Board of Trustees regular meeting minutes as presented. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the last payroll, in the amount of $50,576.17. The total includes a payment of $12,388 to Fremont Fence for the fence installed at the West Harbor Boat Launch. Gary Mortus seconded the motion. All voted aye. Motion carried.

Correspondence

A notice from the Ohio Division of Liquor Control regarding a change of membership interest on a permit.

Matt Montowski made a motion to waive the hearing for permit 2455335-0010. Gary Mortus seconded the motion. All voted aye. Motion carried.

A letter from Todd Parkison requesting an unpaid leave of absence beginning November 30, 2019, due to personal reasons with a plan to return as soon as possible.

A letter from the Ottawa County Community Foundation highlighting the numerous grants and scholarships awarded in Ottawa County and requesting financial support so they may continue to grow in their mission of Doing Good. Forever.

Fiscal

Fiscal Officer Karen Shaw presented the November 2019 financial reports and bank reconciliation. There were no questions or concerns.

Police

William Rofkar made a motion to approve an unpaid leave of absence for Township Police Officer Todd Parkison beginning November 30 through December 30 if necessary. Todd Parkison may return to work prior to December 30 or the leave will be reviewed again at the December 30 meeting. Matt Montowski seconded the motion. All voted aye. Motion carried.


Fire

Fire Chief Kevin Wylie said the department had 20 EMS calls and 8 fire runs for a total of 28 calls in the month of November including the call to African Safari Wildlife Park.

Matt Montowski made a motion to approve a new fire fighter and EMT member application for Craig Hackett with a probationary period of one year. Gary Mortus seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to purchase cleaning liquid supply for the fire department from Global Chemicals, Inc. in the amount of $1,036.74 including shipping. William Rofkar seconded the motion. All voted aye. Motion carried.

New Business

Craig Koerpel requested Trustees waive the permit fees for two directional signs for the Catawba Island Historical Society. Craig Koerpel said the property owners are in favor of the sign locations.

Matt Montowski said the fee for two signs in two separate locations would be $250 each.

Gary Mortus said one sign would be a replacement of the former Ottawa City General Store sign that was taken down some time ago.

Gary Mortus made a motion to waive the Board of Zoning Appeals fees for two signs for a total of $500 for the Catawba Island Historical Society. Matt Montowski seconded the motion. All voted aye. Motion carried.

Dave Belden discussed the Wreaths Across American ceremony scheduled for 11 a.m. on Saturday, December 14. He said Senator Gavarone will be the guest speaker, Marines Forever will also be present, and a fly over is planned.

Matt Montowski said he recently completed the FEMA sponsored ICS 300 training course which is a National Incident Management System (NIMS) standardized approach to coordinating on scene emergency operations during events where a multi-agency coordination system is necessary.

William Rofkar said the next regular meeting will be moved from Tuesday, December 24, to Monday, December 30, at 7:30 p.m. due to the holiday.

Trustees agreed to hold a reorganizational meeting for 2020 on Monday, January 6, at 7:00 p.m.

Gary Mortus made a motion to adjourn the meeting. Matt Montowski seconded the motion.
All voted aye. The meeting adjourned at 8:08 p.m.
