Meeting Minutes

March 10, 2020

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Matt Montowski on Tuesday, March 10, at 7:30 p.m. in the conference room.

In attendance were: Diane Belden, Matt Montowski, William Rofkar, Karen Shaw, John Gangway, Dan Barlow, Louis Wargo, Dave Belden, and Randy Riedmaier

The Pledge of Allegiance was recited by all.

Diane Belden made a motion to approve the February 25, 2020 Board of Trustees regular meeting minutes as presented. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve and pay the bills, including the last payroll, in the amount of $45,804.50. Diane Belden seconded the motion. All voted aye. Motion carried.

Correspondence

An invitation from the Ottawa County Engineer’s Office for the Ottawa County Township Association meeting to be held Tuesday, April 7, at the Ottawa County Fair Grounds.

An invitation from Lake Erie Shores & Islands for the Compass Learning Series offered March 18.

Fiscal

Fiscal Officer Karen Shaw presented the February 2020 financial reports and bank reconciliation. There were no questions or concerns.

Zoning

Matt Montowski said there were six zoning permits issued and six variances in February with a total of $1,638.48 collected in fees.

Fire

Louis Wargo reported the Catawba Island Volunteer Fire Department had two fire runs and 20 EMS runs in the month of February.

Louis Wargo reported fire department members Chris Scott and Cindy Fregeolle have completed their one year probation period. Louis Wargo said probationary member Jeff Kennedy is starting basic fire school March 12 through Vanguard.

Louis Wargo said they are currently reviewing CIVFD personnel response policies.

Louis Wargo said the department would like to replace truck 226 with a new vehicle. He said the vehicle would combine multiple functions such as having a pump for fighting brush fires, tow equipment, haul people and equipment to the scene, and EMS capabilities less patient transport.

William Rofkar asked for specifications and drawings.

Police

Police Chief John Gangway said the police rifles have been ordered.

John Gangway also said the office computers have been upgraded with Windows 10.

Maintenance

Maintenance Supervisor Dan Barlow said they are working on fixing up the old fire station and moving wooden tables and other items into a storage area created in the facility. He said they would also like to update the lighting and purchase five LED lights for the high bay in the old fire station at a cost of $135 each for a total of $675. Trustees agreed to the purchase of LED lights.

Dan Barlow said there are a couple trees in the wires along Weyhe Road that need removed and a tree creating a hazard at the corner of Norma and Karwood in the right-of-way that needs to be removed and stumped out. He said Mullens Tree Service quoted $1,400 for all of the trees.

William Rofkar made a motion to contract with Mullens Tree Service for $1,400 to remove the trees on Weyhe Road and the tree at Norma and Karwood. Diane Belden seconded the motion. Vote on the motion: Bill Rofkar, aye; Diane Belden, aye; Matt Montowski recused himself. Motion carried.

Karen Shaw said Spring Clean-Up Days have been scheduled for Wednesday, April 15 through Sunday, April 19.

Karen Shaw asked if an IPad could be purchased for use by Dan Barlow when working in the cemetery with customers selling spaces.

Trustees agreed to the purchase of an IPad for use in the cemetery when selling spaces or to upload photos to the cemetery program.

William Rofkar said the Road Review with the Ottawa County Engineers Office is scheduled for Wednesday, March 11, at 10:30 a.m. in the conference room of the administration building.

New Business

Trustees agreed to advertise for the open position on the Parks Board.

Matt Montowski said he will attend the Ottawa County Board of Health meeting on March 12.

Trustees discussed concerns expressed by residents of flooding with the higher than normal lake levels. Trustees agreed maintenance personnel could purchase 500 sand bags at a cost of approximately $350 and get a load of sand from the quarry to have on hand if residents are in need.

Diane Belden made a motion to renew the Ohio Township Association 2021 Workers’ Compensation Group Rating Program contract through CareWorksComp for $1,542.
William Rofkar seconded the motion. All voted aye. Motion carried.

All voted aye. The meeting adjourned at 8:25 p.m.
