Meeting Minutes

February 23, 2021

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Diane Belden on Tuesday, February 23, at 7:30 p.m. at the Community Hall located at 3307 NW Catawba Road.

In attendance were: Diane Belden, Matt Montowski, William Rofkar, Karen Shaw,
Kevin Johnson, John Gangway, Kevin Gibbons, Dan Barlow, Randy Riedmaier, and
Dave Belden

The Pledge of Allegiance was recited by all.

William Rofkar made a motion to approve the February 9, 2021 Board of Trustees regular meeting minutes as presented. Matt Montowski seconded the motion. All voted aye.
Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the payroll, in the amount of $65,180.93. William Rofkar seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from the Port Clinton Area Chamber of Commerce regarding membership and the Chamber’s benefits.

A letter from Main Street Port Clinton encouraging volunteering and involvement with the revitalization of downtown Port Clinton.

A letter from Frank Harmon of Ohio Insurance Services Agency, Inc. regarding the May 1, 2021 SOCA Health Plan Renewal.

Maintenance

William Rofkar made a motion to approve the purchase of a Case IH Compact Farmall 55C Tractor with mower per proposal from Wellington Implement for $38,309.69. Matt Montowski seconded the motion. All voted aye. Motion carried.

Kevin Johnson said an additional 100 ton of salt was ordered for winter road maintenance and
50 tons have been received to date.

Karen Shaw said 50 ton was allowed with the 30 percent overage as agreed upon per our contract however, the remaining 50 tons will cost an additional $7 per ton. She said after talking with Bill Rofkar it was determined for only an additional $350 we should fill the salt bins, so another 50 tons will be delivered in a couple days.

Police

Police Chief John Gangway said he would like to send a couple officers to Dynamic Vehicle Operations training, an intensive one day driving class offered at the Ohio Peace Officer Training Academy in London, Ohio. He said the training is $150 per officer and he would like to send a couple of the newer officers. John Gangway said officers would drive a township police vehicle to the training, however the training would be conducted in a different vehicle.

Trustees agreed any township police officers interested should attend the training.

Fire

Fire Chief Kevin Gibbons presented a fire department membership application for Kevin Howe. He said Kevin Howe will obtain a background check as soon as possible and complete a physical. Kevin Gibbons said he would like to get Kevin Howe enrolled in the fire training class at Vanguard beginning the first week of March.

William Rofkar made a motion to approve fire fighter training for $525 through Vanguard for
Kevin Howe, plus mileage reimbursement. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to accept Kevin Howe as a volunteer fire department member pending background check and passing a physical. William Rofkar seconded the motion. All voted aye. Motion carried.

Kevin Gibbons said the Catawba Island Volunteer Fire Department and the Firemen’s Association approved Pastor Chris Boyd as the new Chaplain for the fire department.

New Business

William Rofkar presented a Cooperative Boating Facility Grant Application Packet to the other two trustees for review.

Matt Montowski made a motion to renew our contract with Anthem Blue Cross/Blue Shield SOCA Health Plan effective May 1, 2021 for all eligible employees and elected officials as presented by Ohio Insurance Services Agency, Inc. Trustees reaffirmed they wish to continue to offer domestic partnership insurance coverage to eligible employees. William Rofkar seconded the motion. All voted aye.

William Rofkar made a motion to adjourn the meeting. Matt Montowski seconded the motion. All voted aye. The meeting adjourned at 8:05 p.m.
