Meeting Minutes

April 13, 2021

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Diane Belden on Tuesday, April 13, at 7:30 p.m. at the Community Hall located at 3307 NW Catawba Road.

In attendance were: Diane Belden, Matt Montowski, William Rofkar, Karen Shaw, Kevin Johnson, John Gangway, Ernie Wylie, Dan Barlow, Ann Rumpf, Jack Madison, Jim Stouffer, Dave Belden, and Randy Riedmaier

The Pledge of Allegiance was recited by all.

Matt Montowski made a motion to approve the March 23, 2021 Board of Trustees regular meeting minutes as received. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve and pay the bills, including the last two payrolls, in the amount of $88,902.09. The total includes a payment of $32,250 to the City of Port Clinton for emergency medical services for the first quarter of 2021 and a payment of $4,050 to Bill’s Implement for two mowers through the lease trade in program. Matt Montowski seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from the Ohio History Connection offering congratulations on the recent listing of the Union Chapel, 5258 E. Porter Street, into the National Register of Historic Places.

A letter from Vanguard Sentinel regarding the Aspire Program, a grant funded adult education program offered through the Ohio Department of Higher Education.

Fiscal

Fiscal Officer Karen Shaw presented the March financial reports and the bank reconciliation. There were no questions or concerns.

Zoning

Matt Montowski said there were thirteen zoning permits issued in March and five variances with a total of $2,534.87 collected in fees.

Matt Montowski said Zoning Inspector Todd Bickley has changed his Thursday morning hours to Friday mornings from 8 a.m. to noon, however, his Tuesday afternoon hours from 12:30 p.m. to 4:30 p.m. remain the same.



Fire

Diane Belden reported the Catawba Island Fire Department responded to one fire call and four EMS calls for a total of 5 runs the month of March.

Diane Belden said Port Clinton EMS responded to a total of 91 Catawba Island Township calls the first quarter; 33 runs in January, 34 runs in February, and 24 runs in March.

Maintenance

Kevin Johnson presented quotes from Maintenance Systems of Northern Ohio for Sealcoating various township parking lots.

Old Business

Ann Rumpf asked the Trustees if there had been any progress made with regard to the Basin Road issue in Gem Beach.

William Rofkar said Basin Road will be an ongoing issue with Gem Beach. He said they own the wall and the township owns the road so it will be a joint project. William Rofkar said he does not see an imminent safety concern with Basin Road at this time. William Rofkar said he will revisit the issue with the Gem Beach Marina owners in the future.

New Business

Jim Stouffer said they have been working with the local health department and CIC has been given approval to hold the Catawba Island Boat Show April 30 through May 2 following state protocols.

William Rofkar said all three Trustees attended the Ottawa County Engineer’s annual meeting via Zoom and found it to be informative.

William Rofkar said he plans to attend a FEMA meeting, also via Zoom, on April 22 regarding the flood map and all Trustees are invited to attend.

William Rofkar reminded all of the ribbon cutting ceremony for the Ottawa County Historical Society at noon on May 8.

Diane Belden said she would like Wreaths Across America to come to Catawba Island again this year and the date is December 18.

Trustees agreed to participate in Wreaths Across America again in 2021.

A lengthy discussion took place regarding the Parks Board.

William Rofkar made a motion to adjourn the meeting. Matt Montowski seconded the motion. All voted aye. The meeting adjourned at 8:15 p.m.
