Meeting Minutes

July 26, 2022

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman William Rofkar on Tuesday, July 26, at 6:00 p.m. in the conference room of the administration building.

In attendance were: William Rofkar, Matt Montowski, Karen Shaw, John Gangway,
Kevin Johnson, Dan Barlow, Brad Schwan, Jack Madison, Jeff Wingate, Bryan Baugh, Ann Rumpf, and Randy Riedmaier.

The Pledge of Allegiance was recited by all.

Matt Montowski made a motion to approve the July 12, 2022 Board of Trustees regular meeting minutes as presented. William Rofkar seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the last regular payroll and second quarter CIVFD payroll, in the amount of $81,582.40. William Rofkar seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from Jordan Davenport requesting to attend the Firehouse Expo in Columbus, Ohio in late September in order to complete continuing education classes for his role as a firefighter, EMT, and Fire Instructor with the Catawba Island Volunteer Fire Department. The three day conference package is $525 plus overnight accommodations and travel expenses.

William Rofkar made a motion approve the request by Jordan Davenport to attend the Firehouse Expo and to reimburse conference and travel expenses up to $1,000. Matt Montowski seconded the motion. All voted aye. Motion carried.

Fiscal

Fiscal Officer Karen Shaw said the township received the second half of the American Rescue Plan Act funding for non-entitlement units in the amount of $185,571.14.

Zoning

Matt Montowski said there is a property located at 2766 E. Sand Road that has had some issues with permitting and a stop work order was issued. He said the property owners have appealed the stop work order with the Board of Zoning Appeals and the issue may come before the Trustees in the future.

Police

Police Chief John Gangway said officers were on hand near the Miller Boat Ferry Saturday, July 23, as there were seven buses with passengers traveling to and from Put-In-Bay. He said an officer will also be at Twin Oast August 6 for the Quinstock event as contracted. John Gangway said coverage is also contracted for the two day Octoberfest event this fall.


Maintenance

Maintenance Supervisor Kevin Johnson said Kreimes completed all the sealing work around the maintenance building and fire station as well as the compost road.

Kevin Johnson presented a quote for a snow plow box to attach to the front end loader to improve snow removal.

Matt Montowski made a motion to contract with Ohio Machinery Co. for a pullback bar pusher plow attachment for $7,950. William Rofkar seconded the motion. All voted aye. Motion carried.

Kevin Johnson said both of the one ton trucks were taken to Port Clinton Ford recently for necessary repairs and are now back in service.

Kevin Johnson said Gundlach serviced the air conditioner at the Community Hall this week and will provide a quote to change the coils sometime in the future as they are over 20 years old.

Old Business

Matt Montowski said he emailed Jannah Wilson, Park District of Ottawa County Director, regarding the $20,000 grant the township was recently awarded to help improve the trail in Cedar Meadow Preserve. He said Trustees would now like to move the trail improvement project intended for the north and south trail to the east and west trail due to high water near the vernal pond observation deck. Matt Montowski said Jannah Wilson replied the Board of Trustees will need to submit a resolution stating the desired variance along with a statement from the township Parks Board stating the need for the route change. Matt Montowski said he is working with the Parks Board to submit the required documents for the variance.

New Business

William Rofkar made a motion to contract with Gerold Construction to build four pickleball courts at Heigel Park per provided bid proposal for $161,700 which includes a soft cushion sport court surface upgrade for $7,200. The project should be completed by the end of October. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to use American Rescue Plan funds to pay for the pickleball courts project at Heigel Park and authorize the Fiscal Officer to open the appropriate line items within the fund to pay the expenses. William Rofkar seconded the motion. All voted aye. Motion carried.

Jeff Wingate from Rock Ledge Inn on Sand Road expressed concern with the speed going around the curve at his location. He said many drivers view 35 mph as a suggestion. He invited township police to park in his parking lot or driveway in an effort to enforce the speed limit.

Police Chief John Gangway said the problem around Rock Ledge are the curves making a visual speed estimation or shooting radar difficult.

Jeff Wingate said he would like to see the speed limit reduced because he feels the curve is dangerous.

William Rofkar said years ago the police department sat out with a radar gun and the average speed was 39 mph.


Jeff Wingate also asked if the township has a noise ordinance. He spoke specifically about the low flying planes over his house early in the morning. Jeff Wingate said he has spoken with the FFA about his concerns.

The township does not have a noise ordinance.

Matt Montowski made a motion to adjourn the meeting. William Rofkar seconded the motion.
All voted aye. The meeting adjourned at 6:50 p.m.
