Meeting Minutes

June 25, 2024

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Diane Belden on Tuesday, June 25, at 9:00 a.m. in the conference room of the administration building.

In attendance were: Diane Belden, William Rofkar, Matt Montowski, Shelly Garcia, Mary Jane Porozynski, John Gangway, Kevin Johnson, Lisa Murphy, Dorthy Baker, William Baker, Marty Auxter, Kevin Gibbons, Bob Walls, Barb Lester, Kathy Wanemacher, Roger Wanemacher, Todd Almendinger, Blain Kisling, Suzie Potich, Todd Jagucki, Holly Stoots, Jim Saffran and Jack Madison.

The Pledge of Allegiance was recited by all.

William Rofkar made a motion to approve the June 11, 2024, Board of Trustees regular meeting minutes as presented. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the payroll, in the amount of $86,078.35. William Rofkar seconded the motion. All voted aye. Motion carried.

Correspondence

An email was received from Roger Garn regarding the condition of the shuffleboard courts at Heigel Park. He requests the trustees look into fixing these courts as they are very worn and not level making it very difficult to play on. The trustees agreed that they do need repair, and Supervisor Kevin Johnson is looking into this and will advise the trustees as to what repairs are needed.

Steve Lovitt from Gem Beach Subdivision sent an email to notify the trustees about their 21st annual Fourth of July Parade and request permission to close the road from the Gem Beach Marina, Twin Beach Rd Storage lot to the Marine Store, beginning at 9:45 am on July 4th until about 10:30 am. The trustees agreed that they have no issues with this request and will coordinate with Chief Gangway.

Permit #24-086 was received from the Ottawa Co. Engineers Office regarding a driveway that was installed and completed before the property owner obtained a permit. The resident was notified of permit requirements and has since completed and paid for all proper permits. Nothing further needed.


Maintenance

Maintenance Supervisor, Kevin Johnson submitted a proposal from Pavement Technology, Inc in the amount of $13,335.48 to apply asphalt rejuvenator (Reclamite) to E. Catawba Woods Dr., E. Balliette Dr., and E. Norma Dr. They have previously been paved and now need sealed.
Matt Montowski made a motion to approve the proposal to Pavement Technology to apply asphalt rejuvenator to the three roads listed. William Rofkar seconded the motion. All voted aye. Motion carried.

A proposal from The Kreimes Co. in the amount of $19,450.00 was submitted for asphalt repair in the following areas. Weyhe Rd. (26’x 6’ area), the Compost Entrance, Cemetery (stone drive) and Muggy Road (200 sf area).
William Rofkar made a motion to approve the Kreimes Co. proposal for asphalt repair to the four areas listed. Matt Montowski seconded the motion. All voted aye. Motion carried.

Fire/EMS

Per Fire Chief, Kevin Gibbons, Engine 221 is back in service after being repaired.

CIC Fireworks are July 5, 2024


New Business

Matt Montowski read zoning case #158442 regarding the recommendation by the CIT Zoning Commission to disapprove the Island Pines Subdivision PUD as they did not submit the required information needed to proceed.
Matt Montowski made a motion to disapprove case #158442 Island Pines Subdivision PUD. William Rofkar seconded the motion. All voted aye. Motion carried.
Matt Montowski also stated that he spoke to the owner of this group, and they are going back to the drawing board so they will be better prepared if they were to resubmit their application. They will need to start over and submit a new application if they wish to proceed.

Holly Stoots, Regional Director, from the Equalis Group gave a presentation regarding their company and how they may be able to benefit the township. They are a Co-Op purchasing program that has hundreds of contractors they work with to provide assistance to organizations needing help in various areas. There is no membership fee or obligation to sign up for this program. They are able to help out in finding contractors to fix/repair and maintain something that is already existing. They cannot help with new repair.
Matt Montowski stated that this could be very beneficial when it comes to the township and some of our projects as it is becoming very difficult to find companies to even submit a bid. This will take the bid process away from the township, and Equalis Group will take care of this for us as they already have contractors on hand for this.
After discussion between the trustees, they all agreed that this may be a benefit to the township when large repairs would be needed.
Matt Montowski made a motion to sign up for this free/no obligation membership. William Rofkar seconded the motion. All voted aye. Motion carried.

A discussion between the trustees took place regarding the AED machines at Heigel Park. They will look into pricing, placement and other factors as well and come back to the issue when more information is received.

Resident, Blain Kisling, brought up several questions regarding the growth on the island, and how much is too much? He also had questions regarding residential zoning and agricultural zoning, and when/how things can be re-zoned. Matt Montowski explained briefly the zoning process, and advised Mr. Kisling to look on the Catawba Island Township website as that will answer many of his questions. He can also contact Zoning Inspector, Todd Bickley with his questions/concerns.

Diane Belden stated that the pickleball ribbon cutting turned out very nice and was well attended as was the tournament that took place.

Matt Montowski made a motion to adjourn the meeting. William Rofkar seconded the motion.
All voted aye. Motion carried. The meeting adjourned at 10:23 a.m.

The next meeting will be Tuesday July 9, 2024 at 9:00 a.m.
