CATAWBA ISLAND TOWNSHIP BOARD OF TOWNSHIP TRUSTEES
MEETING MINUTES JULY 27, 2010

The regular business meeting of the Catawba Island Township Trustees was called to order by chairman Gary Mortus on July 27, 2010 at 7:30 p.m. in the conference room.

In attendance: Gary Mortus, Matt Montowski, William Rofkar, Pat Cerny, Jack DeVore, Mike Prosser, Jack Hilbert, John Gangway, Dan Barlow, Fred Lentz and Barry Hoffer.

The Pledge of Allegiance was recited by all.

William Rofkar made a motion to approve the minutes as received seconded by Matt Montowski. All voted aye.

Matt Montowski made a motion to approve and pay the bills in the amount of $39,026.12 seconded by William Rofkar. All voted aye.

Correspondence included: Certificate of District Board of Health as to the amount of $50,099.33 to be included in taxing District’s Budget.

Ohio Division of Liquor Control notice to legislative authority regarding a new liquor permit for Stecks Buckeye Storage Units, LLC dba Nor’Easter Club.

Ottawa County Engineer’s Office road closure notice for Balliette Drive, Catawba Woods Drive, Karwood Drive to West Catawba Road, July 27th through July 30th.

New BWC requirement for two hours of safety training for all public employers in the January 1st 2010 group rating program that had a claim within the two preceeding calendar years to attend two hours of safety training during the policy year.

Futronics Inc. regarding two-way radios they sell and repair.

Frontier change of service provider notification.

Ottawa County Engineer’s Office copy of the TRQ-10-019, mulch pile assistance that was requested.

Ottawa County Engineer’s Office 2010 asphalt Concrete Resurfacing program tabulation of all bids received for this project stating Erie Blacktop remains the lowest bidder and awarding them the contract.

McGrill Drilling estimate for the Gem Beach Storm Sewer Project of $22,840.00.

Mike Prosser was in attendance representing Lost Lake Developers at Catawba Bay and coming in the main road is the Pond Area. They started building three narrow units and this was modified beforehand.
A permit was received for Lot #102 for the next house and the applicant wants the narrower home and with this interest they would like to return to the units they had originally and would ask for a minor modification. The front yard setback would be 20 feet and the rear yard setback would be 20 feet and 30 feet between units. This would reduce the lots from nine lots to two lots. Modified drawings will be presented at the next meeting.

Jack Hilbert, Attorney representing the Nor’Easter Club, has filed an application for a D-5 I and D 6 liquor permit. This permit will be a more appropriate use for the Club. It presently has a D 4 permit and if this is granted the D 4 will be given back. Matt Montowski made a motion to waive the public hearing for the liquor permit for the Nor’Easter Club due to the fact that it is only a replacement permit seconded by William Rofkar. All voted aye.

Fire Chief John Gangway reported Engine 222 is going to Bridgeway Cummins for repairs and a new exhaust system. A new application was received for the department from Zack Hathaway. Dale Gorka will be voted off probation and would like to attend a basic EMT course in September which will be paid for by the township.

Dan Barlow, Maintenance, stated the old fire station doors need replacement. The quotes came in higher than expected. This will be re-evaluated for the next meeting. A new suction hose is needed for the leaf vac with one price received of $765.00 plus $81.00 for shipping. Another price will be received.

Easements will be needed for the drain project.

All the grinding in Krempa is complete and ready for paving.

The pump house on Route 53 is in the process of being replaced.

The lease on Bill Fritz’s lawn mower (cemetery) will be up at the end of this month and to stay on the program it will be $1000.00 to replace the mower on the lease program. It will be replaced.

In lieu of the quote from the county for mulch pile assistance, Catawba Island Township will be seeking bids for the grinding of our raw brush material. Bid specs will be sent to David Price, Barnes and a company in Cleveland.

Fred Lentz and Barry Hoffer attended the meeting to present a signage problem to the Trustees. Mr. Lentz drew a picture of area realty signs that are being placed around the area. The signs have supporting posts which violate the temporary sign rule of six square feet. Mr. Lentz would like to see the small temporary “for sale” signs. The Catawba Island Township Zoning Commission can also look into our verbage regarding signs and a letter can be written to the realty company to have the signs removed within ten days. Mr. Lentz then presented his concerns on stop signs and speeders and Gary Mortus explained private property and what the township can and cannot do.

Jack DeVore stated Mr. Grummel has cleaned up the area by the old skating rink but would still like to see something done regarding long term storage.

William Rofkar made a motion to approve the application for Zack Hathaway for probationary volunteer firefighter for one year seconded by Matt Montowski. All voted aye.

There was discussion on the dump truck that was on gov. deals. The Trader Paper will be looked into.

William Rofkar made a motion to participate in Ottawa County’s 2010 Asphalt Concrete Resurfacing project through Erie Blacktop, seconded by Matt Montowski. Motion carried unanimously.

William Rofkar made a motion to adjourn seconded by Matt Montowski. All voted aye.
