Special Meeting
July 11, 2025
A special meeting of the Board of Trustees was called to order by Chairman William Rofkar on Friday, July 11, at 9:00 a.m. in the conference room of the administration building. The purpose of the meeting was to address the resignation letter from Todd Bickley and fill the position of Zoning Inspector that is now open. This meeting was open to the public and was advertised in the legal section of the Newspaper, displayed on the bulletin board in the administration building lobby, and was put on the calendar on the township’s website.
In attendance were: Diane Belden, Matt Montowski, William Rofkar, Shelly Garcia, Todd Bickley, Vicki Wheatley and Patty Cable.
Matt Montowski read the letter of resignation from Zoning Inspector Todd Bickley. Matt then read a quick summary of the many wonderful things that Todd has done in his 8 years of service with the township. Matt stated that on behalf of Catawba Island Township, we appreciate your services to the Township and its people. The trustees all wished Todd nothing but the best in his future endeavors.
They then discussed how the transition would be in bringing on a new zoning inspector. Todd has agreed to stay on as a consultant to assist the new person in this transition. Todd stated that there are a few issues coming up that he would need to help out on. The trustees all agreed to allow Todd to remain on payroll until a new zoning inspector is adequately trained.
Matt Montowski then made a motion to accept Zoning Inspector, Todd Bickley’s resignation effective July 11, 2025. Diane Belden seconded the motion. All voted aye. Motion carried.
Matt Montowski then addressed the need for a new zoning inspector. He stated that he contacted Vicki Wheatley to see if she would be interested in this position as Vicki has worked with the township several times on various issues in the past. She stated that she was very interested. Matt explained some of the duties of the position and advised her where she can find information regarding what is required of a zoning inspector. She was also advised that she can find training seminars on the OTA webpage and can attend any that she would like to.
Matt went through what the trustees would like to see this position turn in to. In the past the zoning office was open on a limited basis to the public. They would like to see more office coverage, possibly a four-day work week (plus the two zoning meetings on the second and fourth Tuesdays of the month). They would like to put a 32 hour a week cap on the position.
Vicki stated that she would be open to working four days a week (6 hours a day) and also attending the two meetings zoning meetings, as her schedule is very flexible.
Diane Belden then asked if they were looking at Vicki as an interim Zoning Inspector or for the permanent position, and also if the position had to be advertised. Matt stated that they were looking at hiring her for the permanent position and allowing for a six-month probation period. Matt stated that they did not have to advertise for this and it is non-union. He stated that he did talk to the prosecutor regarding this and they confirmed the position did not need to be advertised.
Discussion took place between the trustees regarding hours, pay and probation.
They agreed to four days a week, no more than 32 hours (at her discretion) but would like to have her post office hours for the public. They also agreed to a six-month probation and a pay rate of $30/hour.
Matt Montowski made a motion to hire Vicki Wheatley to the position of Zoning Inspector for Catawba Island Township as stipulated above with a start date of August 1, 2025. Diane Belden seconded the motion. All voted aye. Motion carried.
Diane Belden made a motion to adjourn. Matt Montowski seconded the motion. All voted aye. Motion carried.
