Members of the Commission in attendance were Chairperson Jordan Davenport, Paul Shaw, Dr. Gregory Hart, Kevin Howe and Alternates David Wonnell and Bill Barnes. Also in attendance were Matt Montowski, Trustee, Vicki Wheatley, Zoning Inspector, and Todd Bickley, Commission Secretary.

Chairperson Davenport called the meeting of the Catawba Island Township Zoning Commission to order at 7:00 p.m. For the record, he identified the date as August 27, 2025.
Chairperson Davenport reviewed the agenda.
Alternate David Wonnell replaced Matt Gottron, who was absent.
Chairperson Davenport reviewed the process for filing a zoning application.

Agenda Item 1 – Applications Catawba Island Township Zoning Commission – Text Amendments
The attached, proposed text amendments were reviewed by Chairperson Davenport. There were no questions or comments from the audience.
Dr. Gregory Hart made a motion to recommend to the Township Trustees approval of the text amendments as reviewed by Chairman Davenport. The motion was seconded by Kevin Howe and all commission members voted in the affirmative. Motion passed and Chairperson Davenport did not vote.
Agenda Item 2 – Approval of Prior Meeting Minutes
July 23, 2025 Meeting Minutes were emailed to the commission members, and they stand approved as emailed.
Agenda Item 3 Unfinished Business
Secretary Bickley reviewed the Robin DeGraff rezoning application and explained that the zoning commission’s recommendation of approval stands since the township trustees did not have a majority vote to overturn the recommendation. The approval will go into effect thirty (30) days from the date of the trustee’s meeting, unless a petition is filed placing the issue on the next general election.
Agenda Item 4 New Business
Chairperson Davenport commented on the wetland’s conversation from the last meeting and noted that wetlands are controlled and regulated by the State and Federal Agencies, not by the township. Chairman Davenport referred to the Clean Water Act and state law.
Bill Baker commented on the drainage problem in the center of the island and there is now a push to have a building moratorium based on the drainage concerns. Mr. Baker referred to the ditch pump at NE Catawba Road that recently overflowed. Trustee Montowski reviewed the pump issue and noted that it is difficult for any community to prepare for a 1,000-year flood.
Tom Domotorffy indicated that his property is along and at the end of Gardner Road and he is willing to work with the trustees to address the issue.
Mr. Baker questioned regulations prohibiting canopies at fueling stations. Secretary Bickley did not discuss with the County Prosecutor and apologized for the delay.

Chairman Davenport commented that the next scheduled meeting of the Catawba Island Zoning Commission is September 24, 2025.
The meeting adjourned at 7:47 p.m.
