Meeting Minutes

June 24, 2025

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman William Rofkar on Tuesday, June 24th, at 9:00 a.m. in the conference room of the administration building.

In attendance were:  Diane Belden, William Rofkar, Matt Montowski, Shelly Garcia, Kevin Johnson, Lisa Murphy, Mary Jane Porozynski, Kevin Gibbons, John Gangway, Bryan Baugh, Jack Madison, Everett Robinson, Julia Robinson, Keith Deters, Dominic Roberts and Dan Barlow.

The Pledge of Allegiance was recited by all.

Diane Belden made a motion to approve the June 10, 2025 Board of Trustees regular meeting minutes as presented.  Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including payroll, in the amount of $47,585.70.  Diane Belden seconded the motion. All voted aye. Motion carried.      

Correspondence

Notice received by Zachary Mulder regarding the boil alert that is in place for multiple jurisdictions in Ottawa County giving an update and notifying the township that there will be bottled water distribution for affected residents today at The Chapel located at 4650 E. Port Clinton Eastern Road from 11:00-4:00 (or as long as supplies last).  One case per household and ID is required.

Republic Services notified us that there are wires on Mabel Ave that are so low they cannot get their trucks down there to pick up trash.  The trustees advised that this is a private road and they have no jurisdiction over it.  They suggest the association contact the company with the low wires and advise them of this issue.  Republic Services was notified of this.

Letter of Compliance received by Tyler Madeker from the Ohio EPA regarding the inspection of The Catawba Island Township Compost Site.  No violations were discovered during this inspection.  William Rofkar thanked maintenance supervisor Kevin Johnson and his department for making sure the compost facility is in such good condition.

The Parks Board sent a notice that they are almost done with the images for the Cedar Meadow Perserve’s kiosk.  There are a few items that need fixed but things are moving forward   

Maintenance

Kevin Johnson stated that he is having issues at the compost facility with people (contractors) leaving concrete, stumps, dirt, and other items that are not allowed to be dumped there.  He consulted Chief Gangway and they would like to look into cameras to set up at the facility to try to catch/deter people from doing this.  Chief Gangway stated that it would be considered littering and could be a punishable offense.  The trustees agreed that they would be in favor of setting up cameras and that Kevin should look into what he would like to get and bring a quote to the next meeting for approval.

Matt Montowski stated that Kevin and the maintenance department did a great job helping out the parks board by putting together the parking lot and signs.  They have also set up directional signs by the Fire Station and they look very nice.  

Police  

Chief Gangway provided a quote from Seacom LLC for a new laptop for the new police vehicle that is almost ready.  The quote is for $1,822.00 and includes laptop, adapter, printer, software and Microsoft Office.

Diane Belden made a motion to approve the quote from Seacom LLC as presented for $1,822.00.  Matt Montowski seconded the motion.  All voted aye.  Motion carried.

Chief Gangway provided a quote from Cleveland Communications for a new mobile radio and necessary accessories in the amount of $3,623.64 that will also be for the new police vehicle.  (This quote could decrease by $720 if Statewide Ford installs the radio prior to delivery).

Diane Belden made a motion to approve the quote from Clevland Communications as presented in the amount of $3,623.64.  Matt Montowski seconded the motion.  All voted aye.  Motion Carried.

Twin Oast has requested two township officers for traffic control for their Apricot Festival on July 12, 2025. This will be part of the Special Detail that the department hires out for special events.

Fire  

Fire Chief Kevin Gibbons provided a quote from Fire Safety Services in the amount of $4,800.00 for the first batch (32) of SCBA bottles that are required to be Hydro tested and maintained every 5 years.  Once these come back, he will look into sending out another batch for testing.

Diane Belden made a motion to approve the quote as presented from Fire Safety Services in the amount of $4,800.00.  Matt Montowki seconded the motion.  All voted aye.  Motion approved.

The CIC Fireworks are July 5th, and the Chicken BBQ will be July 12, 2025.

Kevin Gibbons reported that some of the firefighters are taking CPR and AED training and when they get certified they are going to possibly bring that to the township and have classes for residents in the future.  He stated that township employees are welcome to attend this class on July 8th if they wish to get certified also.  This is not open to the public at this time.

The Fire Dept. will also be doing some training on Sand Road on a house that is being torn down.

Parks 

Jack Madison reported that the annual inspection with Black Swamp went very well, and they made comment as to how well the grounds looked.  He thanked Kevin and crew for doing such a great job and it looked very professional.

Matt Montowski stated that he sent an email to Jannah Wilson withdrawing the 2025 grant application.  She stated that they will open the 2026 grant applications in October.  A brief discussion among the trustees took place and they agreed that maybe consideration of a new project might be worth looking into.  The tennis and basketball courts were brought up as a possible project.

New Business 

Matt Montowski stated that in the last meeting William Baker brought up a possible sidewalk to the Miller Ferry and asked if anyone has spoken to the Market family recently regarding this.  Matt stated that he had the opportunity to speak with Billy Market recently regarding this and they do have a long-term plan to help out with foot traffic/parking for the ferry.  But this plan is not something that will happen overnight.  In the mean time, they have Deputies from the Ottawa County Sheriffs Dept. on site helping with traffic in this area.

William Rofkar stated that the Historical Society contacted him regarding the need for a small patch of gravel for an area they will be placing a farm implement on that was donated to them.  All trustees agreed to allow them to put gravel down in this area.

Matt Montowski made a motion to adjourn the meeting.  Diane Belden seconded the motion.  All voted aye.  Motion carried.  The meeting was adjourned at 10:06 a.m.

The next meeting will be Tuesday July 8, 2025 at 9:00 a.m.
