Meeting Minutes
February 28, 2023
The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Matt Montowski on Tuesday, February 28, at 6:00 p.m. in the conference room
of the administration building.
In attendance were: Diane Belden, William Rofkar, Matt Montowski, Karen Shaw,
John Gangway, Kevin Johnson, Dan Barlow, Kevin Gibbons, Jack Madison, Bryan Baugh,
William Baker, Michael Hablitzel, and Randy Riedmaier.
The Pledge of Allegiance was recited by all.
William Rofkar made a motion to approve the February 14, 2023 Board of Trustees regular meeting minutes and the February 21, 2023 special meeting minutes as presented. Diane Belden seconded the motion. All voted aye. Motion carried.
Diane Belden made a motion to approve and pay the bills, including the last payroll, in the amount of $190,157.53. The total includes a payment of $89,898 to Focht Construction for ongoing work at the West Harbor Public Boat Launch and a payment of $5,367 to Lacal Equipment for repair parts for the leaf vacuum. William Rofkar seconded the motion. All voted aye. Motion carried.

Matt Montowski said Trustees have a public hearing scheduled for Tuesday, March 21, at 9:00 a.m. regarding the proposed planned unit development of Marsh’s Crossing.

Fiscal
Karen Shaw said the Annual Financial Report for the year ending December 31, 2022, has been submitted to the state and notification will be published in the Port Clinton News Herald.
Karen Shaw presented the bank reconciliation for January 2023.
Karen Shaw said a scrap rebate in the amount of $1,021.50 was received from Republic Services for the 2022 spring and fall cleanup days.
Maintenance
Maintenance Supervisor Kevin Johnson said they received all the necessary parts to repair the leaf vacuum. He said JVS will schedule replacement of the compost barn door in the next few weeks.
Kevin Johnson said maintenance personnel are working to get the cemetery prepared for spring and are removing winter decorations.
William Rofkar confirmed the spring cleanup is set for Friday and Saturday, April 28 and 29.
New Business
Trustees discussed the healthcare renewal as presented by Frank Harmon of Ohio Insurance Services Agency with an 8.89% increase. The average Chamber renewal is in the 13% range.
William Rofkar made a motion to renew the township’s healthcare with Anthem Blue Cross and Blue Shield through the Southern Ohio Chamber Alliance (SOCA) Benefit Plan effective May 1, 2023 for all eligible employees and elected officials as presented by Ohio Insurance Services Agency, Inc. Diane Belden seconded the motion. All voted aye. Motion carried.
William Rofkar made a motion to participate in the Ottawa County Engineers’ Road Resurfacing Program for 2023 including Sloan $59,071, Converse $8,145, Crogan $27,504, and Porter $45,962 for a total project estimate of $140,682. Trustees authorize the Ottawa County Engineers’ Office to prepare the bid packages and open submittals. Diane Belden seconded the motion. All voted aye. Motion carried.
William Rofkar made a motion to participate in the Ottawa County Engineer’s Road Striping Program for 2023 and stripe township roads as follows:

Matt Montowski said the new copier has been received and they would like to discard the obsolete copier and two printers.
Matt Montowski made a motion to dispose of an HP Laserjet 1200 printer, an HP1536 DNF printer, and a Kocera Copystar CS2050 copier all obsolete and beyond usefulness. Diane Belden seconded the motion. All voted aye. Motion carried.
A discussion took place regarding proposed improvements to the Veterans’ Memorial area in the cemetery and a separate project proposed to build a wall to display memorial plaques.
Diane Belden made a motion to adjourn the meeting. William Rofkar seconded the motion.
All voted aye. The meeting adjourned at 6:45 p.m.
