Minutes: January 10th, 2006

First meeting in 2006 of the Catawba Island Township Trustees was held January 10 in the conference room with all present; also Pat Cerny, John Smothers, Jack DeVore, Ottawa County Engineer David Brunkhorst and Steve May.

Chairman Gary Mortus opened the meeting with the Pledge of Allegiance. A motion was made by Robert Schroeder and seconded by William Rofkar to approve the minutes of the last meeting in 2005 including the reorganization 2006 meeting. All voted aye. A motion was made by William Rofkar and seconded by Robert Schroeder to pay the bills in the amount of $43,644.13. All voted aye.

Correspondence include letter from Ottawa County Township Association stating quarterly meeting will be January 26,2006 at 6:30 pm in Erie Township Hall, Minolta regarding expiration of purchase order, Ottawa County Recorder regarding Zoning Resolutions and Amendments, Bureau of Workers’ Compensa-

Tion regarding rates for 2006, Ohio Insurance Services Agency regarding Health Insurance including folder with employee benefits and necessary applications, Ken Bogard regarding eyesore and health hazard house at 5074 East Weyhe Road, County Saniteering Engineer regarding Sand Road Area Waterline Replacement Project and the official Certificate of Estimated Resources from County Auditor.

John Smothers stated he and Meredith Beck have walked the Vollmer property and there are many places that should have temporary signs. A biologist from Crane Creek volunteered to come out and help place the signs before temporary trails are laid out. Bill Rofkar stated some signs have been put up according to Dan. John stated there is a trail that ends in McClelland’s yard which should be marked. Pat got some green flags for us and they will be put along the path. Bill thinks everyone should know that these paths will be available for anyone that would like to use the paths. Gary Mortus suggested having an open house some Sunday to show people where the trails are. John stated they are preparing a press release and then would like to have an open house. A “friends group” has been formed including Meredith Beck, Catherine Pfeiffer, Alison Falls, and they would do the reception. Also the “Prairie” project at the corner of Northeast Catawba Road and Cemetery Road will cost $1200.00 per acre for approximately twelve acres and there is a $10,000.00 donation for this project.

David Brunkhorst stated he met with Steve May and Jim Stouffer to discuss the under pass to be constructed under a County Road and explained the procedure. Know you are concerned with closing the road because of the school busses and emergency vehicles. Steve May stated work would probably be in February and would like to keep closing at a minimum. Met with Pat Adkins, School Superintendent, and busses could take a detour around Moores Dock Road and Dan Barlow also agreed on this for emergency vehicles. Presented a letter from Mr. Adkins confirming the detour of the school busses. Hoped to have a drawing showing the underpass by the January 24th meeting.

Dave Brunkhorst stated the other thing tonight is to bring to your attention the wish list from last year. There also is a Township coop program which will be presented at the County meeting. Would like to up the cash distribution the County gives for the coop road program from $80,000 to $200,000.00 to give Townships more incentive to participate in the program. Will make road tours in March so make a list of what you would like to see done in 2006.

Gary Mortus asked if it would be legal to snow plow the detour on private roads and Dave advised he should talk to Mark Mulligan about it. Bill Rofkar asked if there any plans on repaving Northwest Catawba Road and Dave advised there isn’t any plan for it yet.

Pat Cerny reported Zoning permits were issued for 59 new homes and 52 villas for the year 2005. Asked about members of the Zoning Boards abstaining and then there is not a quorum to vote and was advised to call Prosecuting Attorney for an opinion. Also asked Pat to get information on Bank foreclosing on property on Weyhe Road before replying to Ken Bogard’s letter.

Gary Mortus stated he would like to put Zoning Boards minutes on the web site.

William Rofkar stated he had a meeting with Mon Ami and they will get back to us on the road project. Annual report from Police Chief Robert Rogers was given to each member of the Board.

Clerk presented the Community Hall rental report for 2005 as follows: Saturday- 24 @200.00- $4800.00, Friday- 14@10.00- $140.00, Front Room- 28 @25.

$700.00, Direct Cost- 8@60.00- $480.00 making a total of $6120.00.

Talked to John Rogers, Senior Audit Examiner in Bowling Green, and was advised anything with a value of $2000.00 or less does not have to be bid and the state computer value is less. Board authorized Clerk to transfer $100,000.00 from Star Ohio to the checking account to cover warrants.

A motion was made by Gary Mortus and seconded by Robert Schroeder to declare Compaq 7500 UAN computer as junk and dispose of it. All voted aye.

Gary Mortus made a motion to reappoint David Drusbacky to another five year term on the Zoning Commission commencing on January 1, 2006. William Rofkar seconded the motion and all voted aye. Gary stated all the Township minutes are up to date on the web site.

Robert Schroeder made a motion to make a contribution of $2000.00 to the Drug Task Force. William Rofkar seconded and the vote: Mortus-aye, Schroeder-aye, Rofkar-aye.

A motion was made by Robert Schroeder and seconded by William Rofkar to pay expenses and mileage at the IRS rate to the State conference in Columbus February 1 thru February 4. All voted aye.

William Rofkar made a motion for the County to patch the waterline trench in Sand Road in lieu of restoring the road by paving the entire width. Robert Schroeder seconded the motion and all voted aye.

A motion was made by William Rofkar and seconded by Robert Schroeder to pay for installation of six (6) fire hydrants at cost of $18,000.00 on Sand Road.

The vote: G. Mortus-aye, R. Schroeder-aye, W. Rofkar-aye.

A motion was made by Gary Mortus and seconded by Robert Schroeder to pay up to $7000.00 for the Prairie project on the corner of Northeast Catawba Road and Cemetery Road. The vote: Mortus-aye, Schroeder-aye, Rofkar-no.

A motion was made by William Rofkar and seconded by Robert Schroeder to adjourn at 8:55 p.m.. All voted aye.
