Minutes: January 28th, 2003

Business meeting of the Catawba Island Township was held on January 28, 2003 in the conference room with all present; also Jack Madison.

Chairman Gary Mortus opened the meeting with the Pledge of Allegiance. A motion was made by William Rofkar and seconded by Robert Schroeder to approve the minutes of the previous meeting as submitted and to be posted. All voted aye. A motion was made by William Rofkar and seconded by Robert Schroeder to pay bills in the amount of $36,227.12. All voted aye.

Correspondence included letter from the Prosecuting Attorney regarding legal description of Norma and Balliette Drives for County Commissioners to act on for dedicated roads and also the decision of the Common Pleas Court of Franklin County on the “logo signs”, Anthem Blue Cross and Blue Shield stating Erin Downing who was 19 at end of 2002 is ineligible for coverage under Township group policy, BFI Waste Systems regarding changes at the landfill to ensure safety, Ottawa County Township Association stating quarterly meeting will be February 27 at 7:00 pm at the new Ottawa County Visitor Center hosted by Portage Township, quotation of $2900.00 from Thompson Landscaping for landscaping care 2003 season at Administration Building, quotation of $590.00 from Barnes Nursery for spring 2003 landscape maintenance of Memorial Planting for Veterans at the Cemetery. Ohio EPA acknowledgment of Registration as a Class IV Composting Facility and the Official Certificate of Estimated Resources in the amount of $3,389,026.55 from the Ottawa County Budget Commission.

Robert Schroeder talked to the County Engineer about getting Norma and Balliette Drives dedicated and was advised to look at Ohio Revised Code 5553.04 and being Brunkhorst did the engineering of the road it should be alright. In response to the logo sign court case signs have been removed except for the one by the causeway so case should be closed and letter should be sent to Mark Mulligan commending him on the good job he did in representing the Township in Franklin County Court. Didn’t request the quote from Barnes and will get a price from Thompson. Cemetery cost for disinterment of Lowell Meacham’s wife was discussed and cost of disinterment ($600.00) and open and close grave of $175.00, total of $775.00 was approved by the Board. Results of the Miller Boat Line court case was dismissed because violation was remedied shorly after the complaint was filed and a new company has agreed to oil the lot once per month if needed.

A motion was made by Robert Schroeder and seconded by William Rofkar to re-appoint Douglas Blackburn as an Alternate on the Board of Zoning Appeals for a two (2) year term. All voted aye.

William Rofkar asked about the generators and Gary talked to Dave at Ohler & Holzhauer and was advised Emmett has their work done and all he has to do is connect the generators. He was concerned about the temperature dropping in the buildings and Gary advised him that didn’t matter that he should get them connected as soon as possible.

Clerk asked about Fultz charge at the ramp and was advised to call them and see if there is a charge for picking up the container now and putting it back in the spring. If not, it should be done.

Gary Mortus made a motion to adopt Resolution to establish rate of 36 cents per mile to be paid for out of Township mileage. William Rofkar seconded and all voted aye.

A motion was made by Gary Mortus and seconded by William Rofkar to pay mileage and expense for Trustees and Clerk who attend the State Conference February 5-8. All voted aye.

A motion was made by Gary Mortus and seconded by Robert Schroeder to award contract to Thompson Landscaping for landscaping care for 2003 season at the Administration Building for amount of $2900.00. The vote: G. Mortus-aye, W. Rofkar-aye, R. Schroeder-aye.

Grinding of leaves and brush was discussed. Bill will contact the Norwalk company and Gary will contact Barnes for a quote.

A motion was made by William Rofkar and seconded by Robert Schroeder to site Stephen Toth of 4608 Peachton Drive for storage of junk car- 1983 Cadillac. All voted aye.

Board agreed to advertise in News Herald for sealed bid on 1999 police car to be received on or before February 25, 2003 with stipulation that light bar will be included if awarded to another governmental body but will be removed is sold to an individual.

Gary asked about Dan‘s request for Township to pay lodging, meals and mileage for EMS training at Maumee State Park and Fire Department will pay cost of the class. Following discussion it was tabled until the next meeting.

Meeting to set up permanent appropriations for fiscal year 2003 will be February 24 at 7:00 p.m..

A motion was made by William Rofkar and seconded by Robert Schroeder to adjourn. All voted aye.
