Catawba Island Township Board of Township Trustees

Special Meeting

October 2, 2026

A special meeting of the Board of Trustees was called to order by Chairman Diane Belden on Friday, October 2, at 9:00 a.m. in the conference room of the administration building.

In attendance were:  Diane Belden, Chris Cellier, Quintin Smith, Shelly Garcia, and Flint Heidlebaugh

The pledge of allegiance was recited by all.

At this time Diane Belden made a motion that the board enter in to executive session per ORC 121.22 to consider the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee or official, or the investigation of charges or complaints against a public employee, official, licensee, or regulated individual, unless the public employee, official, licensee, or regulated individual requests a public hearing.  Chris Cellier seconded the motion.

Fiscal Officer Shelly Garcia completed a roll call vote:

Diane Belden  yes

Chris Cellier    yes

Quintin Smith yes

Executive session entered into at 9:02 a.m.

At 10:23 a.m. The trustees returned from executive session.  Diane Belden made a motion to come out of executive session.  Chris Cellier seconded the motion.

Fiscal Officer Shelly Garcia completed the roll call vote:

Diane Belden yes

Chris Cellier    yes

Quintin Smith yes

Quintin Smith made a motion that was seconded by Chris Cellier, that the Catawba Island Township Board of trustees take the following actions:

1. Accept for filing the letter written by Chairman Diane Belden filing formal charges of misconduct against Zoning Commission Member Gregory Hart.
2. Order that a member of the Board and/or designee to cause a copy of said formal charges and a copy of this official action to be served upon Mr. Hart forthwith by registered mail, personal service, and/or by leaving a copy of the official charge letter at Mr. Hart’s place of residence.
3. Pursuant to ORC 519.04 (B), set the matter for a formal removal hearing on the charges to be held on November 10, 2026.
4. Pursuant to ORC 519.04 (B) order that Mr. Gregory Hart be immediately suspended from acting/participating in any capacity as a zoning commission member for Catawba Island Township.

Quintin Smith: aye

All voted aye.  Motion carried.

Chris Cellier made a motion to extend the unpaid medical leave for a township employee with the continuation of health benefits for an additional 30 days from October 30, 2026 continuing until November 30, 2026.  Quintin Smith seconded the motion.  All voted aye.  Motion carried.

Chris Cellier made a motion to adjourn the meeting.  Quintin Smith seconded the motion.  All voted aye.  Motion carried.  The meeting was adjourned at 10:26 a.m.
