Minutes: September 14th, 2004

Catawba Island Township Trustees held their regular business meeting on September 14, 2004 in the conference room with all present; also Pat Cerny, James Stouffer, Steve May, Jonathon Heigel, Joe Graff, Ann Rumpf, Gerri Emmengie, Paul Shaw and James Zeremba.

Chairman Robert Schroeder opened the meeting with the Pledge of Allegiance. A motion was made by William Rofkar and seconded by Gary Mortus to approve the minutes of the last meeting as submitted and to be posted. All voted aye. A motion was made by Gary Mortus and seconded by William Rofkar to pay bills in the amount of $38,554.30. All voted aye.

Correspondence included letter from Ohio Insurance Services Agency stating change for Life Insurance coverage from Colonial Life to Manhattan Life/Century United, Croghan Trust & Investment Services announcing newly formed Public Fund Solutions platform, Ohio Township Association regarding Bond Requirement for Township Clerks, Ottawa County Board of Elections regarding general Election, Tuesday, November 2, 2004, Anthem Blue Cross & Blue Shield regarding new Agent of Record, Ohio Insurance Services Agency regarding Ohio Public Entity Consortium and Anthem Health Plan, Thank You from the principal of Catawba/Portage Schools for use of the Community Hall anc check for $3290.87 for second half of Public Utility Tax Reimbursement from Ottawa County Auditor.

Ann Rompf asked if fence on Poplar Street was checked and Gary advised he talked to Jack Grummel about storage there to make sight clear coming off Poplar and fence meets Zoning regulations.

Jim Stouffer stated he is here to update the PUD and will keep you and Zoning Inspector informed on progress of the project. Golf project has gone well and appreciate the Township support over Labor Day weekend. Will be contacting In next few weeks will be contacting all the neighbors to encourage them to understand that the PUD is taking shape and starting to come together and provide details of progress. Have group of local gentlemen who have residency on Catawba and are interested in working with us to

bring different popularity product to Catawba and think it would be a great addition to the overall project.

Will give County and local officials the information to slowly digest it and make sure it meets the criteria.

Steve May stated these person that will be working with us on this concept will have to make sure they make inquiries on County level regarding sewer and water and Township level with zoning.

Jonathon Heigel from Mon Ami expressed thanks to the Township support for the summer season and Labor Day weekend was very successful.

Bob Schroeder stated did have one complaint about parki8ng in the media and at time the road was blocked.

Paul Shaw from the Vineyards presented plan on the addition to the Veneyards which was previously approved but needed the plan to be signed which each Board member signed.

Jim Zaremba stated he has been a resident for last six years. Purchased a lot on Linda Drive to build a home there and hoped to be in it by November and found the road in front of the lot is private. Question is if the Township could pick up this portion of road in front of Lot 138 so that would not be discriminated against being this is the only portion that is not a Township road. Searched it at the Court House and it is private but Linda Drive residents have access to it and asked what the next step would be ?

Bill Rofkar asked if Krempa Subdivision owns the road lot and Jim advised to best of his knowledge they do own it and Township has ownership of Linda Drive but stops right at his lot. Bill stated Township can’t just take over private property.

Gary Mortus stated according to the Ohio Revised Code Township has no ability to plow or maintain a private road and even though it is a small section being private there is nothing Township can do.

Jim asked if he could petition to have that section in front of his property being he pays taxes and will be a resident there to be a part of the Township property. Rest of the road was recently redone except the part in front of my lot so what is the next step?

Gary stated should go and talk to the County Engineer. There may be something we don’t know about but he will ask you to bring it up to the standards before he will accept it as a dedicated road and then it will be turned over to the Township.

Bill stated you may want it turned over to the Township but maybe Linda Drive residents will object to it. Wouldn’t object if brought up to standards for the Township to take it over.

Pat Cerny stated she assumed the garage belongs to the house on Bliss Drive but asked if it has been checked. Gary stated should send a letter requesting them to clean up the property. There are a lot of obnoxious weeds but have not received a written complaint yet.

William Rofkar asked about the letter from Anthem on changing agents? Gary talked to Brett and he is checking into it but don’t have any recollection of belonging to a separate group. He understands if belonging to this group we are getting a special rate.

Robert Schroeder stated where tree on Moores Dock Road was taken down it is all washed out on the bottom and will talk to Bob Steinmiller about it.

Clerk asked about the Wagner baby being moved onto the right lot but Board agreed to let it alone until someone questions it. Met with Pat Muncy at the Community Hall and her daughters who have an antique show and would like to rent the hall the three Holiday week-ends next summer and asked if they could use the empty lot for outside vendors.

Gary stated there are Association meetings on holiday weekends and doesn’t feel it should be rented for Commercial use. Opposed to tying it up for Commercial use.

Bill stated should not have a commercial deal as the hall was built for resident’s use.. Don’t feel it should be tied up for Commercial use on holidays.

A motion was made by William Rofkar and seconded by Gary Mortus to adopt Resolution accepting the amounts and rates as determined by the Budge Commission authorizing the necessary tax levies and certifying them to the County Auditor as follows: General Fund- $531,000.00 (2/0 inside millage) Police Fund- $87,800.00 (2.3 outside millage), Fire Fund; $87,300.00 (2.0 outside millage).

The vote: Robert Schroeder-aye, William Rofkar-aye, Gary Mortus-aye

Bob Schroeder acknowledged the death of Bill Williams and commended him with alll his knowledge on Zoning and serving on the Zoning Board. Should send letter to Mary Lou Carroll thanking her for the art work she did on the stones in the Veteran’s Circle.

A motion was made by Gary Mortus and seconded by William Rofkar to adjourn. All voted aye.
