MINUTES OF THE CATAWBA ISLAND BOARD OF ZONING APPEALS

SEPTEMBER 11, 2024

Chairman Bryan Baugh called the meeting to order at 6:00 p.m. The Pledge of Allegiance was recited and a moment of silence was held for the 9/11 victims. Board members in attendance included: Doug Blackburn, Rebecca Dubber, and Alternate Flint Heidlebaugh. Todd Bickley, Zoning Inspector/Secretary and Trustee Matt Montowski were also in attendance.

Chairman Baugh read through the meeting process. He asked if there were any questions concerning the procedure to be used. There were none.

New Business

Case #158973 Joseph & Cheryl Schraidt

Todd Bickley read the case facts. The applicants propose the construction of a pavilion and are requesting an area variance to exceed the cumulative total of accessory building square footage from 950 square feet to 1,584 square feet and exceed the maximum accessory building height of fifteen feet (15’) to seventeen feet (17’). The property is located at 3437 NW Catawba Road and is also known as a 0.620 acre of land in Section 3, Lot 5 of Catawba Island Township. The property is zoned “R-1” Residential District.

Mr. Bickley read a letter of support from Bill & Ellen Rofkar.

No board member had a conflict.

Joseph & Cheryl Schraidt were sworn in by Chairman Baugh. Mr. Schraidt indicated that the pavilion would cover an existing patio and a builder will be hired to do the work. Ms. Schraidt noted that the pavilion would cover the old swimming pool area and the old tent structure will be removed from the property. The pavilion will have a black roof and it will be a farm style structure to match the house. The pavilion will be open on all four (4) sides and Ms. Schraidt showed the Board a picture of the pavilion.

Ms. Dubber questioned if the pavilion would be rented. Ms. Schraidt commented that it is only for family use.

Mr. Heidlebaugh questioned the shed in the back of the property. Mr. Schraidt stated that the shed will eventually be removed.

Chairman Baugh questioned the garage height. Mr. Schraidt was not sure, but it is a two (2) story structure and the pavilion will be less in height.

Chairman Baugh closed discussion from the floor.

The Board reviewed the Finding of Fact. The Board agreed with the applicant by a 4 – 0 vote on Items 1, 2, 3, 4, 5, and 7 and disagreed with the applicant by a 4 – 0 vote on Item 6.

Rebecca Dubber moved to approve Case #158973 with the condition that the pavilion will not be enclosed. The motion was seconded by Doug Blackburn. The motion passed with all members voting in the affirmative. Chairman Baugh did not vote.

Old Business

Case #158959 Catawba Moorings, Inc.

With no new information, the case remained tabled.

Other Business

Mr. Bickley noted that he is anticipating several applications to be filed for next month’s meeting.

Mr. Bickley reviewed the Zoning Commission’s August 28th meeting.

Approval of Minutes – August 14, 2024

The minutes for the August 14, 2024 meeting was mailed to each member. Rebecca Dubber moved to approve the August 14, 2024 meeting minutes. The motion was seconded by Flint Heidlebaugh. Motion passed. Doug Blackburn abstained.

Adjournment

Doug Blackburn moved to adjourn the meeting. The motion was seconded by Rebecca Dubber. Motion passed and the meeting was adjourned at 6:30 p.m.
