Meeting Minutes

April 25, 2023

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Matt Montowski on Tuesday, April 25, at 6:00 p.m. in the conference room
of the administration building.

In attendance were: William Rofkar, Matt Montowski, Karen Shaw, John Gangway,
Kevin Johnson, Dan Barlow, Jack Madison, Ann Rumpf, Joan Braman, Bud Braman,
Nancy Oreskovich, and Randy Riedmaier.

The Pledge of Allegiance was recited by all.

William Rofkar made a motion to approve the April 11, 2023 Board of Trustees regular meeting minutes as presented. Matt Montowski seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve and pay the bills, including the last payroll, in the amount of $217,795.63. The total includes a payment of $150,726 to Focht Construction for the West Harbor Public Boat Launch project. Matt Montowski seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from Jeff Johns expressing his concerns with the proposed pedestrian/bike path route option at Pebble Beach on the bend of NE Catawba Road.

A letter from township employee Chris Scott requesting use of the Community Hall on Sunday, June 4.

Trustees agreed Chris Scott can use the Community Hall as requested and waived the rental fee.

An email from Laura White, Ottawa County Project Noelle, requesting use of the Community Hall for a charity rummage sale in April to benefit children affected by the opioid epidemic.

A letter from James Krost requesting to sell back graves 7 and 8 in Old Section 197.

An email from Jannah Wilson of the Park District of Ottawa County regarding the Catawba Islander Trail and Greenway Phase One Master Plan and a draft of the plan. Trustees were invited to comment on the plan before it opened to the public for comment.

Fiscal

Fiscal Officer Karen Shaw gave an update on American Rescue Plan funding expenditures to date including a total of $71,190 in EMS overages for 2021 and 2022 and $113,190 for the pickleball courts project at Heigel Park. An additional $48,510 is contracted to complete the pickleball courts with approximately $137,000 available for future projects.

 

Maintenance

Maintenance Supervisor Kevin Johnson presented a quote to repair the stainless steel tailgate on the F550 that was recently damaged.

Karen Shaw said the damage was reported and repair estimate was approved by Hylant.

William Rofkar made a motion to repair the damaged one ton dump truck through Judco for $4,950. Matt Montowski seconded the motion. All voted aye. Motion carried.

Kevin Johnson said maintenance personnel are ready for spring clean up scheduled for Friday from 8 a.m. to 7 p.m. and Saturday 8 a.m. to 2 p.m.

Police

Police Chief John Gangway said the AED’s were ordered for the lobby and the Community Hall.

Parks

Jack Madison reported that the Catawba Island Park Board voted to recommend not allowing the Catawba Islander Trail and Greenway to run through the Cedar Meadow Preserve or to end at the North Point Preserve.

William Rofkar and Matt Montowski agreed they are not in favor of the proposed trail running along Porter Road.

John Gangway said Porter Road is already narrow and adding any more traffic on the road in the summer will be more congested and less safe.

Joan Braman said she feels the curve at Sloan Street is very dangerous and she does not feel the trail should follow the curve at Sloan and Route 53.

New Business

Dan Barlow suggested the Trustees get the military decals glazed and sealed before they are mounted in the new wall in the cemetery.

Trustees agreed the Port Clinton Fullbackers can park a smoker outside the kitchen when they hold their Wild Game Feed on Saturday, May 6.

William Rofkar said Kreimes did the concrete and blacktop work at the West Harbor Public Boat Launch project. He said the project is still on schedule to be completed by Memorial Day weekend.

Trustees agreed to advertise for the receptionist position with a wage range of $15 to $17.

William Rofkar made a motion to adjourn the meeting. Matt Montowski seconded the motion.
All voted aye. The meeting adjourned at 6:40 p.m.
