Meeting Minutes
May 9, 2023
The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Matt Montowski on Tuesday, May 9, at 9:00 a.m. in the conference room
of the administration building.
In attendance were: William Rofkar, Diane Belden, Matt Montowski, Karen Shaw,
John Gangway, Kevin Johnson, Kevin Gibbons, Dan Barlow, Brad Schwan, Kevin Dircks,
Tom Evans, Nancy Caldwell, Roey Shessler, Jeff Johns, Dorothy Baker, William Baker,
John Osborn, and William Lehner
The Pledge of Allegiance was recited by all.
William Rofkar made a motion to approve the April 25, 2023 Board of Trustees regular meeting minutes as presented. Matt Montowski seconded the motion. William Rofkar, aye;
Matt Montowski, aye. Motion carried.
Diane Belden made a motion to approve and pay the bills, including the last payroll, in the amount of $56,464.21. William Rofkar seconded the motion. All voted aye. Motion carried.
Matt Montowski opened two bids received for the Catawba Island Cemetery Veterans Memorial Area and separate bid for Alternate A – Memorial Wall.
Barnes Nursery: $170,291 Veterans Area and $58,237 Alternate Memorial Wall
Masonry Construction Co.: $144,700 Veterans Area and $51,800 Alternate Memorial Wall
Trustees agreed to review the bids and make a decision at the next meeting.
Correspondence
A letter from Focht Construction Company regarding the West Harbor Boat Launch Improvements Change Order 2 for Stone.
An email from Roey Shessler with pictures attached and concerns related to the property adjacent to her backyard.
A letter from Omni Fiber providing Notice of Service Pursuant to Video Service Authorization issued by the Ohio Department of Commerce and announcing they will begin offering video service within the township.
Notification from the Joint Solid Waste District regarding the 2023 Township Tire Recycling Event. The collection is for tires generated by the service of public fleet vehicles.
Fiscal
Fiscal Officer Karen Shaw presented the April 2023 financial reports and bank reconciliation. There were no questions or concerns.
Zoning
Matt Montowski said there were six zoning permits issued in April and two variances for a total of $913.36 collected in fees.
Maintenance
Maintenance Supervisor Kevin Johnson said the spring cleanup was busy and went well.
Fire
Fire Chief Kevin Gibbons reported CIVFD members responded to three fire calls, all false alarms, and nine EMS calls in March and six fire calls and ten EMS calls in April.
Kevin Gibbons said department personnel will be present for the Catawba Island Club fireworks display on May 28. He also confirmed the CIVFD Chicken BBQ will be July 9 from 3:00 p.m. until sold out and available by drive through only.
Parks
Brad Schwan said the Parks Board continues its Speaker Series. He said John Blakeman presented twice on native plant design and management. Brad Schwan said future speakers will discuss birding as well as butterflies and moths.
Dorothy Baker said the next two speakers are Kim Kaufman and Suzy Wittenmyer and it would be nice if more people attended.
Brad Schwan said the Parks Board continues to work on the kiosk signs for the entrance to the Cedar Meadow Nature Preserve.
Brad Schwan said the pickleball courts are coming along. He said the contractor was waiting on the weather to break and should be on site within the next couple weeks to continue work. Brad Schwan said he is also working to get quotes to repair and resurface the two tennis courts.
William Rofkar asked Brad Schwan for a recommendation regarding if the tennis courts should have pickleball striping added or go back to tennis court striping only when they are resurfaced.
New Business
William Rofkar presented change order documentation for an additional $15,400 for stone work at the West Harbor Boat Launch Project. He said $15,400 is approximately the grant amount available after the initial project contract approved with Focht Construction.
William Rofkar made a motion to approve a change order with Focht Construction in the amount of $15,400 for additional stone work from the restroom, east to the HC parking (south side only) and west 85’, on the north and south sides, from the light pole just west of the restroom. The cost will be reimbursed as part of the ODNR grant. Diane Belden seconded the motion. All voted aye. Motion carried.
William Rofkar presented additional stone and excavation work necessary to level the parking lot including $11,700 for the addition of stone from the 85’ mark, west of the light pole, which is west of the new restroom, to the grass area, before the turn around and $1,700 to remove asphalt and fill
an area on the entrance drive in, north side drive, in the median area, and in the area west of the new restroom to help balance out the elevation difference from the north to south side. The total of $13,400 is not part of the grant reimbursement.
William Rofkar made a motion to approve a change order with Focht Construction in the amount of $13,400 for gravel and excavation on the parking lot area. The total is not covered by the ODNR grant. Diane Belden seconded the motion. All voted aye. Motion carried.
William Rofkar said the project will be completed by Memorial Day weekend.
Diane Belden said she would like to hold the Wreaths Across America ceremony again this year on December 16, at 11 a.m.
Trustees agreed the Wreaths Across American ceremony can be held at the cemetery in December.
Matt Montowski said the township is advertising for the receptionist position.
Jeff Johns expressed his concern for safety if the proposed bike path goes around Pebble Beach as that is one of the four options presented.
Matt Montowski said the proposed bike path is a Park District of Ottawa County project and he is not in favor of the path running along Porter Road or north of Porter Road due to the increased traffic in the summer.
Roey Shessler expressed concern regarding abandoned vehicles, rodents, poison ivy, and trash at the property located at 2985 NE Catawba Road and adjacent to her property.
Matt Montowski said Trustees will look into her concerns related to abandoned vehicles and get back to Roey Shessler.
William Lehner discussed concerns with the smell coming from the ditch in Harbor Estates along East Commodore Drive.
Trustees agreed to reach out to the Ottawa County Health Department regarding the ditch.
Diane Belden made a motion to adjourn the meeting. William Rofkar seconded the motion.
All voted aye. The meeting adjourned at 10:00 a.m.
