Meeting Minutes

May 23, 2023

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Matt Montowski on Tuesday, May 23, at 9:00 a.m. in the conference room
of the administration building.

In attendance were: William Rofkar, Matt Montowski, Karen Shaw, John Gangway,
Kevin Johnson, Kevin Gibbons, Kevin Dircks, Dorothy Baker, William Baker, Debbie Rogers,
and Roey Shessler

The Pledge of Allegiance was recited by all.

William Rofkar made a motion to approve the May 9, 2023, Board of Trustees regular meeting minutes as presented. Matt Montowski seconded the motion. William Rofkar, aye;
Matt Montowski, aye. Motion carried.

William Rofkar made a motion to approve and pay the bills, including the last payroll, in the amount of $189,349.01. The total includes a payment of $121,418.34 to Focht Construction for continued work on the West Harbor Public Boat Launch project. Matt Montowski seconded the motion. William Rofkar, aye; Matt Montowski, aye. Motion carried.

Correspondence

A note of thanks from Marilyn Smith for maintenance personnel picking up her limbs and a donation to the township.

A note from Cheri Schraidt requesting use of the Community Hall on June 16 and 17, to host the Lake and Bay Beach Handcrafted Arts and Craft Show. A portion of the proceeds from the show will go to Bistro 163, a charitable organization located in Port Clinton.

Trustees agreed Cheri Schraidt can rent the Community Hall at the reduced fee for organizations sponsoring an event for fund raising purposes.

The Ottawa County 2022 Annual Report.

A letter from the Ottawa County Board of Elections regarding the Special Election to be held Tuesday, August 8, including delivery of equipment and setup at the polling location.

A letter from the Ottawa County Sanitary Engineer regarding the Annual Backflow Device Testing.

Maintenance

Maintenance Supervisor Kevin Johnson said he scheduled Ohler and Holzhauer for the back flow testing. He said the new garage door at the compost storage building has been installed and work at the marina is almost complete. Kevin Johnson presented an estimate for tires for the leaf vacuum.

William Rofkar made a motion to purchase tires for the leaf vacuum from Ohio Diesel for $3,434.55. Matt Montowski seconded the motion. William Rofkar, aye; Matt Montowski, aye. Motion carried.

Police

Police Chief John Gangway said Officer Devin Pollock completed Death Investigation training.

Fire

William Rofkar asked why a firefighter was not paid the first quarter after attending a training session.

Fiscal Officer Karen Shaw said it is the policy of the township that employees provide a return to work release from their doctor. She said the employee provided a return to work release in April but the training was held in February. Karen Shaw said it is her belief the employee came to the fire station solely to visit with friends as he did not sign the training log as he had done when attending previous training sessions. She said someone else signed their initials and the employee was inadvertently included on the tally sheet. Karen Shaw said the employee has not asked to be paid.

New Business

Matt Montowski said the bid selection for work on the Veterans area in the cemetery has been postponed until June 13 when all three Trustees can be present to discuss.

William Rofkar said both bids received were reviewed by the Ottawa County Prosecutor and were determined to be valid bids.

Kevin Dircks said in the past bids put out generally all engineering drawings were provided so they were bid apple for apple versus assumptions to be made off of verbiage that was in the bid package.

Matt Montowski said this bid was a design build bid where we did not do the engineering up front. He said a lot of firms have their own little engineering they do within house.

Kevin Dircks asked if an engineered drawing is submitted after the bid was submitted do you then send it to an engineer for approval of Ohio Code for structural strength or do you make that decision on your own?

Matt Montowski said if we have specific engineering on it we would send it to our Engineer’s office and ask them to review.

Kevin Dircks said then if the drawings do not meet your standards at that time would that contractor get the opportunity to adjust his price to the standards of what your drawings needed to be?

William Rofkar said no that would be illegal.

Kevin Dircks asked they would still have to stand by their bid even though it doesn’t pass your engineering?

William Rofkar said we are not going to let a project go forward that does not meet our minimum requirements of the structure.

Kevin Dircks said the price would have to stay the same even if they had to make adjustments to their process of installation.

William Rofkar said yes that is what the sealed bid situation is all about.

Kevin Dircks asked if there was a final clarification for the stamped concrete inside the Veterans area wall? He asked if the concrete was to extend all the way across or is it just a three foot band inside the wall?

Matt Montowski said all that would be open for design so it is possible we could have that or it is possible we could do something different.

William Rofkar said the basics were spelled out to give you a good idea of what we are expecting.

Kevin Dircks asked if it was supposed to be a three foot border inside the wall or a three foot gap and then all stamped concrete within the center of the wall area because it is a cost factor that was part of the bid.

Matt Montowski said we will follow up with you on that question.

William Rofkar said the West Harbor Public Boat Launch project has passed inspection and was open to the public last week, including the new restroom facility. He said they are finishing gravel work and that will be completed this week. William Rofkar said there are a couple adjustments needed to the direction of the overhead lights but an electrician will be out to make adjustments.

Matt Montowski made a motion to renew a contract with Hylant Administrative Services and Ohio Plan Risk Management for township property and liability insurance for June 2023 through June 2024 in the amount of $49,729 less the $8,537 Advantage Credit for a total renewal of $41,192. William Rofkar seconded the motion. William Rofkar, aye; Matt Montowski, aye. Motion carried.

Roey Shessler asked about the ditch concerns near their home as discussed at the last meeting.

Matt Montowski said Roey Shessler will need to reach out to the Ottawa County Health Department and the Ottawa County Sanitary Engineer regarding the ditch. He said Trustees are still looking into the property situation discussed previously.

William Rofkar made a motion to adjourn the meeting. Matt Montowski seconded the motion.
