Meeting Minutes

December 13, 2022

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman William Rofkar on Tuesday, December 13, at 6:00 p.m. in the conference room of the administration building.

In attendance were: Diane Belden, William Rofkar, Matt Montowski, Karen Shaw,
John Gangway, Kevin Johnson, Dan Barlow, Jack Madison, Bryan Baugh, Ann Rumpf,
William Baker, and Randy Riedmaier.

The Pledge of Allegiance was recited by all.

Matt Montowski made a motion to approve the November 22, 2022 Public Hearing meeting minutes and the Board of Trustees regular meeting minutes as presented. Diane Belden seconded the motion. All voted aye. Motion carried.

Diane Belden made a motion to approve and pay the bills, including the last payroll, in the amount of $93,091.63. The total includes a payment of $22,706.40 to Focht Construction for continued work on the West Harbor Boat Launch Project and a payment of $9,581 to the Bureau of Workers Compensation for 2023. Matt Montowski seconded the motion. All voted aye. Motion carried.

Correspondence

A donation and thank you card from members of TOPS OH1487 expressing appreciation for use of the Community Hall.

An email from Bruce Buckingham expressing appreciation for use of township parks where he conducted Saw-Whet Owl banding in October and November. Data is entered in Project Owlnet.

A memo from the Ottawa County Engineer’s Office regarding the summary of bridge conditions for structures in Ottawa County under their jurisdiction and the Annual Condition Bridge Report.

Fiscal

Fiscal Officer Karen Shaw presented the November 2022 financial reports and bank reconciliation. There were no questions or concerns.

Karen Shaw said the township received the $20,000 Parks and Trails Improvement Grant awarded from the Park District of Ottawa County for the repair and enhancement of trails located in the Cedar Meadows Nature Preserve. A grant related sign was also received to post at the nature preserve.

Karen Shaw said the township received the first reimbursement for the West Harbor Boat Launch Project in the amount of $4,550. The reimbursing grant was awarded from the Ohio Department of Natural Resources and the township will continue to receive reimbursements throughout the project as work is completed and payments are made. Project completion is slated for the end of May 2023.

Zoning

Matt Montowski said there were ten zoning permits issued in November and five variances for a total of $2,388.36 collected in fees. Matt Montowski said the zoning office has been busy.

Maintenance

Kevin Johnson said maintenance personnel are done picking up leaves for the season and will work to make repairs to the leaf vacuum and have it ready to pick up leaves again in the spring. He said Barnes Nursery has been working at the compost facility grinding and hauling material off site and will be done soon. Kevin Johnson said all the trucks are ready for winter road maintenance to begin.

Matt Montowski said the flags along the road on West Catawba between Sand Road and Wine Cellar Road are in preparation for the road widening project scheduled to take place next year.

Police

Police Chief John Gangway said he contacted the Ottawa County Engineer regarding the rock outcropping visible when pulling out onto West Catawba from Abby Road. He said debris and small rocks are migrating onto the road. Ron Lajti said they will review to see if it needs to be addressed.

John Gangway said that Hal and Diane Hawk donated a gift basket to each member of the Catawba Island Police Department and Catawba Island Volunteer Fire Department.

Fire

Diane Belden reported CIVFD members responded to seven fire calls and eighteen EMS runs for a total of twenty-five calls responded to in November.

Diane Belden said the fire department ordered and received rebuild parts for the air compressor on Engine 221 and the air compressor will be repaired in the near future.

Diane Belden said the 2022 Volunteer Firefighters’ Dependents Fund Board met in November. She said CIVFD members recently elected Dan Barlow and John Gangway as representatives to the 2023 Volunteer Firefighters’ Dependents Fund Board. Diane Belden said the board will meet on Tuesday, December 27, at 5:45 p.m. to elect a chairman, secretary, and citizen member.

New Business

Diane Belden said she will attend the Ottawa County Park District meeting with the County Engineer on December 14 as discussions continue regarding the feasibility of a Catawba Islander Trail.

Diane Belden said Wreaths Across American will be held Saturday, December 17, at 11 a.m. She said she recently attended the statewide ceremony in Columbus for all 216 cemeteries that participate.

Matt Montowski made a motion to adjourn the meeting. William Rofkar seconded the motion.
All voted aye. The meeting adjourned at 6:30 p.m.
