Meeting Minutes

June 11, 2024

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Diane Belden on Tuesday, June 11, at 9:00 a.m. in the conference room of the administration building.

In attendance were: Diane Belden, William Rofkar, Matt Montowski, Shelly Garcia, Mary Jane Porozynski, John Gangway, Kevin Johnson, Lisa Murphy, Dorthy Baker, William Baker, Marty Auxter, Mary Ann Gipson, Barb Osterling and Dan Barlow.

The Pledge of Allegiance was recited by all.

Matt Montowski made a motion to approve the May 28, 2024, Board of Trustees regular meeting minutes as presented. William Rofkar seconded the motion. All voted aye. Motion carried.

William Rofkar made a motion to approve and pay the bills, including the payroll, in the amount of $86,270.81. Matt Montowski seconded the motion. All voted aye. Motion carried.

Correspondence

A flyer was received from the Port Clinton Chamber of Commerce announcing their 31st Annual Classic Car Show on Saturday, August 3, 2024 from 10:00am-3:00pm.

A notice from Zoning Inspector Todd Bickley was received regarding the Island Pines Residential Development- PUD. It stated at its May 24, 2024 meeting, the CIT Zoning Commission removed the PUD Application from the table. The Commission noted that the items requested in the January 5, 2024 letter have not been submitted and addressed. As a result, the Commission voted to recommend to the CIT Trustees the disapproval of Case #158842 as submitted. Per the Trustees, Island Pines Residential Development will need to submit a new application.

This past weekend (Friday June 7, 2024), the Community Hall was rented out for a fairly large wedding. Per the application that the renters signed, they are to leave the hall in the same condition as they rented it. We had an HOA rent the hall for the following Saturday morning and the hall was a complete mess when they showed up for their meeting. The deposit will not be refunded. The Trustees considered not renting out the hall the following day of a large event but decided to take it on a case by case basis.

William Rofkar made a motion to refund the $60 rental fee to Ballard HOA that rented it out on Saturday June 8, 2024. Matt Montowski seconded the motion. All voted aye. Motion carried.

Maintenance

Maintenance Supervisor Kevin Johnson stated that the floors in the Heigel Park bathroom have just been epoxied and are open.

He stated they are also turning off as many lights around the township as possible to keep the mayflies to a minimum.

Police

Chief Gangway stated the administration computers and are in, and will be installed soon. He also stated the TV monitor and mount for the Zoning Office is also ready for pick up.

Catawba Security was here and completed the annual fire alarm inspection, and all was good with that.

The Trustees discuss the fringe benefits changes that have been brought up in previous meetings. They decided to take the top three changes that the department would like to see and work on changing the language in the Employee Manual. These changes in the manual will be available to all full-time employees.

1. Full-time employees who are required to work on Federal Holidays shall be entitled to two and one-half (2 ½) times their regular rate of pay for time worked on such holidays.
2. All full-time employees in their first year of employment shall be entitled to vacation leave of up to 40 hours, to be used as its accrued.
3. Injury Leave: This will cover line of duty injury. The employee will be given 90 calendar days paid leave, to be fully paid by the employer in lieu of Workers’ Compensation. Maximum period for injury leave shall not exceed 12 months.

Matt Montowski made a motion to approve these three updates to the Employee Manual for all full-time employees. William Rofkar seconded the motion. All voted aye. Motion carried.

Fire/EMS

Diane Belden reported there were 6 Fire Calls. 3 Carbon Monoxide, 2 False Alarms and 1 Car Accident. There were also 27 EMS runs for a total of 33 Calls.

Diane Belden also stated that they received an application for a new Volunteer Fireman. She received a request from Chief Gibbons that the Trustees approve Elliott Bassett as a new Volunteer Fireman with a one year probation. Elliott has pass his background check and physical.

Diane Belden made a motion to approve Elliott Bassett as a Volunteer Fireman with a one year probation. Matt Montowski seconded the motion. All voted aye. Motion carried.

New Business

Matt Montowski stated that the Pickleball Tournament will be held on June 22, 2024 and they will have food trucks for the public. They stated they would need electric and water for this event. Kevin Johnson stated that the electric was turned off because people were using it for their personal use, and also stated that the breaker wouldn’t be enough to run food trucks. He said usually they bring their own generators. Kevin also questioned what they will be doing with all the trash. He stated he could probably find some additional trash cans or totes to take down there for that event.

Matt Montowski gave the zoning report for May stating there were 13 permits issued and 6 variances for a total of $2,577.16.

The Ohio Plan Insurance is coming up for renewal. The renewal date is June 16, 2024. The trustees had no issue with the plan as presented.

Matt Montowski made a motion to approve the renewal as presented. William Rofkar seconded the motion. All voted aye. Motion carried.

There was discussion regarding increasing the Life Insurance for township employees. It is currently $15,000. There was a proposal of increasing this to $50,000 and also included Accidental Death and Dismemberment for a slight increase. They decided to table this discussion for another time.

Diane stated that Wreaths Across America will be on December 14, 2024, and the Trustees agreed to continue to participate.

William Baker inquired about the progress of the traffic pattern at the point and possible walking path on Crogan from Porter to Sloan. Matt Montowski stated that the Market family is working on updating their google maps and are trying to route people to the parking lots instead of the ferry boat itself, and they are also working on their signage to help alleviate issues. William Rofkar stated that ODOT is also in the mix and everyone is still working on this and these things take time. William Rofkar stated that he felt very positive about the way this is all working out and the Market family is taking this very seriously and they have really good ideas regarding this issue.

Matt Montowski made a motion to adjourn the meeting. William Rofkar seconded the motion.
All voted aye. Motion carried. The meeting adjourned at 10:10 a.m.
