Meeting Minutes

March 8, 2022

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman William Rofkar on Tuesday, March 8, at 6:00 p.m. in the conference room of the administration building.

In attendance were: Diane Belden, William Rofkar, Matt Montowski, Karen Shaw,
John Gangway, Kevin Johnson, Dan Barlow, Jack Madison, Dorothy Baker, Heidi Cline,
David Howell, John Woods, Ken Bogard, and Randy Riedmaier.

The Pledge of Allegiance was recited by all.

Diane Belden made a motion to approve the February 22, 2022 Board of Trustees regular meeting minutes as presented. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the payroll, in the amount of $37,991.12 less the refund adjustment of a previous overpayment to the Bureau of Workers’ Compensation in the amount of $7,310 bringing the total to $30,680.12. Diane Belden seconded the motion. All voted aye. Motion carried.

Correspondence

A note of thanks from Joyce Knous in appreciation of the police department and a donation to the police department.

A letter from Tom Letterhos requesting use of the Community Hall on June 25 for a family event.

Trustees agreed Tom Letterhos could use the Community Hall as requested and waived the fee.

A request from Cheri Schraidt to use of the Community Hall for hosting the Lake & Bay Beach Glass & Nautical Décor Handcraft Show open to the public on June 20 from 9 a.m. to 4 p.m. A portion of the proceeds from the event will be donated to Bistro 163.

Trustees agreed Cheri Schraidt could host the event at the Community Hall at the $60 reduced rate.

A letter from the Ottawa Regional Planning Commission regarding the 2022 Community Development Block Grant Program.

A letter from the Solid Waste District requesting completion of a survey regarding the township’s annual recycling.

A letter from Main Street Port Clinton regarding the revitalization and improvement of historic downtown Port Clinton and offering numerous volunteer opportunities.

A letter from Ottawa County Senior Resources inviting participation in a celebration honoring the 50th anniversary of the Older Americans Act Nutrition Program.

Fiscal

Fiscal Officer Karen Shaw presented the February financial reports and the bank reconciliation for January and February 2022. There were no questions or concerns.

Karen Shaw said the Annual Financial Report for the year ending December 31, 2021, has been submitted to the state and notification was sent to the Port Clinton News Herald for publication.

Zoning

Matt Montowski said there were nine zoning permits issued in February and four variances with a total of $1,783.24 collected in fees.

Matt Montowski said Catawba Island Township Trustees have signed a letter in opposition to House Bill 563 regarding Short-Term Rentals and forwarded the letter to House Representative Sarah Fowler-Arthur and House Representative Ron Ferguson.

Maintenance

Maintenance Supervisor Kevin Johnson said Lake Erie Tree Service has completed grinding mulch at the compost facility.

Kevin Johnson said the lights in the helipad at the fire station need to be replaced. He said they can order the lights and materials and complete the work in house.

Matt Montowski made a motion to replace the helipad lights at a cost not to exceed $3,000 for lights and materials. Diane Belden seconded the motion. All voted aye. Motion carried.

Kevin Johnson said they expect delivery of the new tractor next week.

Police

Police Chief John Gangway said the Sheriff’s Department no longer takes unwanted prescription medications and so the township has partnered with the Drug Enforcement Administration (DEA) for collection twice per year. He said the nearest drop location is the Fremont Police Department and after April 30 prescription drugs will be boxed according to DEA specifications and taken to Fremont.

John Gangway said the department also has Detarra drug deactivation bags to pass out as needed for the disposal of opioids and prescription medications. He said medications are neutralized when water is added to the bag.

John Gangway said the police department desktop commuter needs to be replaced.

Diane Belden made a motion to replace the police department desktop commuter at a cost not to exceed $1,500 through Port Clinton Computer. Matt Montowski seconded the motion. All voted aye. Motion carried.

John Gangway presented a quote for $625 from Statewide Ford for installation of the WatchGuard Video System in the new 2021 Ford Explorer Police Utility.

Trustees agreed to the installation of the camera system in the new Police Utility by Statewide Ford.

Fire

Diane Belden said the fire department responded to 4 fire runs and 15 EMS calls in February for a total of 19 runs.

Diane Belden said the fire department roster is now at 28 people.

Diane Belden said Lou Wargo has agreed to attend the Ottawa County Township Association April meeting hosted by the Engineer’s Office as they suggested townships send a representative from the fire department.

New Business

Matt Montowski made a motion to renew the township’s contract with Anthem Blue Cross/Blue Shield SOCA Health Plan effective May 1, 2022 for all eligible employees and elected officials
as presented by Ohio Insurance Services Agency, Inc. Diane Belden seconded the motion. All voted aye. Motion carried.

Diane Belden made a motion to contract with Ohio Insurance Services Agency, Inc. for a group accident plan for all eligible employees and elected officials as presented at a cost of $5.70 per employee per month. The program offers a $25,000 accidental death benefit as well as a $50 annual wellness benefit. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski discussed a grant opportunity available through the Ohio Emergency Management Agency (EMA). Hazard Mitigation Grant Program (HMGP) funds are available statewide for eligible sub-applicants to apply for projects that reduce risk to people and property from natural hazards and their effects.

Trustees agreed to apply for the HMGP with the desire to construct a storm shelter.

William Rofkar discussed the opportunity to sign an agreement with GovDeals that would allow GovDeals to collect auction proceeds and remit to the township rather than the winning bidder paying the township and also have the buyer pay the related fees.

Matt Montowski made a motion to enter a Financial Settlement Services (FSS) agreement with GovDeals and elect Option B4 where the township pays 0% fee and the winning bidder pays a 12.50% Buyers Premium. Diane Belden seconded the motion. All voted aye. Motion carried.

Diane Belden made a motion to adjourn the meeting. Matt Montowski seconded the motion.
All voted aye. The meeting adjourned at 7:20 p.m.
