Meeting Minutes

October 12, 2021

The regular business meeting of the Catawba Island Board of Township Trustees was called to order by Chairman Diane Belden on Tuesday, October 12, 2021 at 7:30 p.m. in the conference room of the administration building.

In attendance were: Diane Belden, Matt Montowski, William Rofkar, Karen Shaw, John Gangway,
Kevin Johnson, Brian Washburn, Ernie Wylie, Dan Barlow, Breann Christiansen, Ann Rumpf,
Randy Riedmaier, and Jack DeVore.

The Pledge of Allegiance was recited by all.

William Rofkar made a motion to approve the September 28, 2021 Board of Trustees regular meeting minutes as amended. Matt Montowski seconded the motion. All voted aye. Motion carried.

Matt Montowski made a motion to approve and pay the bills, including the last payroll, in the amount of $78,161.42. Included in the total is a payment of $32,250 to the City of Port Clinton for emergency medical services and a payment of $4,175 to Bender Communications for radios for Catawba Island Volunteer Fire Department. William Rofkar seconded the motion. All voted aye. Motion carried.

Correspondence

A letter from Jim Garavuso regarding a neighboring property located at 4405 E. Konker Road and his concern with the overgrown weeds and raccoons roaming the property that he considers to be an eyesore and a public health issue. He said there are two abandoned vehicles on the property without current license plates and a huge dying tree with a branch hanging over his house.

Matt Montowski said he would follow up on the complaint.

An email from Glenn McCarthy commending the Catawba Island Police Department for their efforts, kindness, and service in helping the family to locate their missing dog over the weekend.

A letter from Ohio Insurance Services regarding Delta Dental, Vision Service Plan, and Standard Life contracts with a 0% increase renewal locked in until 2024 for Delta Dental. VSP won’t renew until 2023 and The Standard Life contract is good to January 2024.

A letter from the Ottawa County Engineer’s Office regarding the West Catawba Road closure due to road construction and resurfacing work to be completed from Sand Road north to Cemetery Road. Crews will be on site Monday through Saturday with work hours from 6:00 a.m. to 8:00 p.m. and delays are expected through October.

A letter from Craig Miller of the Ottawa County Engineer’s Office sharing his input regarding potential stimulus grant projects. He concluded noting the grant program is very competitive and he did not see any potential township projects as fitting the criteria required for receiving a high score in the evaluation process.

A letter from Oliger Seed Co. regarding a severe seed crop shortage on cool season species.

Fiscal

Fiscal Officer Karen Shaw presented the September financial reports and bank reconciliation. There were no questions or concerns.

Zoning

Matt Montowski said there were ten zoning permits issued in September and two variances with a total of $1,375.56 collected in fees.

Matt Montowski said there is a new planned subdivision, Groves on Catawba, coming through Ottawa County Regional Planning in the near future. He said the applicant is proposing a plat with 28 lots located on approximately 14 acres just south of Konker Road.

Maintenance

Maintenance Supervisor Kevin Johnson said the backhoe is repaired and back in service. He said they will wait to pick up brush one more time this season and the maintenance crew has begun leaf pick up.

Police

Police Chief John Gangway said the Police Department received a note of appreciation and a donation of $500 from Richard and Jane Kusnir.

John Gangway briefly discussed the bike route for Coast to The Oast scheduled for October 17, and said an officer will be at the Sand Road and NW Catawba intersection.

Fire

Brian Washburn reported that Catawba Island Volunteer Fire Department members had eight fire calls and responded to 10 EMS calls for a total of 18 runs the month of September.

Diane Belden made a motion to approve an expenditure of $1,596 for Martin Auxter to attend EMT school through EHOVE plus mileage reimbursement. William Rofkar seconded the motion. All voted aye. Motion carried.

Dan Barlow requested use of the administration building lobby for CIVFD members to collect food beginning November 1, through the middle of December for the local food pantry.

Trustees agreed CIVFD could use the lobby for the food drive.

Old Business

Diane Belden said she reached out to the owner of the property with all the lights and he was very accommodating and agreed to put the lights on a timer to go off when the business is closed.
Diane Belden said she sent a letter to Rebecca Jessen to let her know of the resolution.

William Rofkar made a motion to adjourn the meeting. Matt Montowski seconded the motion. All voted aye. The meeting adjourned at 7:57 p.m.
